Book excerpt: Contemporary environmental problems represent complex societal challenges, and as these problems become increasingly global, the international diffusion of environmental technologies is essential. One way to diffuse technologies internationally is through export. Despite the potential benefits from the adoption of environmental technologies, their export is stifled by externalities and free-rider problems. From this background, the aim of this thesis is to analyse how to stimulate the diffusion of environmental technologies through export. This aim is operationalised using four research questions, which focus on governmental initiatives to promote environmental technology export and their perceived effectiveness among targeted firms, obstacles to and drivers for export among municipally owned companies, the use of international city networks to facilitate environmental technology export and components of business concepts for environmental technology export. These questions are explored in the Swedish context using document analyses, interviews and internet surveys in a compilation thesis which consists of a cover essay and an appendix of five scientifically peer-reviewed and published journal articles. The conclusions are that governmental export promotion initiatives are often generic for all kinds of exporters, including environmental technologies, and comprise financial support, information provision, education and training, and trade and mobility-related programs, often with little incorporation of the specific characteristics of environmental technologies which many exporters perceive as ineffective. Municipally owned companies experience different barriers to and drivers for engaging in international activities compared to privately owned companies, and are often involved in international projects which are not always commercial export. International city networks serve as important arenas for bi-directional information sharing and learning regarding market characteristics, environmental challenges and potential solutions, building legitimacy for technologies and their suppliers. Regarding components of business concepts for the export of environmental technologies, regulation, legitimacy and private-public partnership are identified as particularly important based on the complexity and systemic nature of environmental technologies. Altogether, this thesis makes a contribution by conceptualising the export of environmental technologies with emphasis on technology characteristics, the technology supplier including their business concepts, obstacles to and drivers for export, technology adopters and their characterisation, communication channels and the diffusion context. For policy makers, a dynamic approach to environmental technology export promotion, in which specific attributes of environmental technologies and their suppliers are considered along their international business development, is suggested as a complement to existing generic initiatives. The possibility to provide such support should be reconciled with resource effectiveness, heterogeneity among companies and the complementary role of governmental interventions to market initiatives. Finally, partnerships between publicly and privately owned companies are suggested as particularly relevant since they build on the long-term experience, functioning proof-of-concept and legitimacy of publicly owned companies together with the competitiveness and flexibility of privately owned companies. These attributes could help overcome the liabilities of foreignness and newness, as well as resource constraints which challenge environmental technology export.

Book excerpt: Voluntary sustainability standards (VSS) and other private governance instruments (e.g., Fair Trade, Forest Stewardship Council, Fair Wear Foundation, GLOBALGAP) are increasingly regulating global production processes and economic activities. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public–private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private–public interactions, the design of public–private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public–private forms of governance. We welcome multi-disciplinary perspectives including contributions from economics, political science, law, sociology, geography, and anthropology. Papers selected for this Special Issue are subject to a peer review procedure with the aim of rapid and wide dissemination of research results, developments, and applications.

Book excerpt: Twenty years ago, a discussion of environmental regulation and the broader concept of environmental governance would have focused entirely on the role of government. Through laws like the US Clean Air Act and Toxic Substances Control Act, regulation forced accountability on private firms. In the last few decades, the institutional landscape for environmental governance has changed. Public regulation still may dominate, but it is complemented by institutional developments and practices that illustrate the concept of "government without governance." Until quite recently, public policy literature on intergovernmental relations focused on the benefits of the public sector collaborating vertically across national, sub-national, regional and local governments. Some recent focus has shifted to studying collaboration horizontally across the private and non-governmental sector. There has also been a growing interest in the study of networks, public private partnerships, and cross-sector collaborations to address complex policy problems. However, the literature has given less attention to collaboration within the private sector for environmental management, especially across its supply chain. The paper builds on existing literature on public policy, networks, and environmental collaborative governance to illustrate the impetus for a collaborative supply chain network for environmental management; analyze similarities between public and private regulation; and provide a framework for linking future collaborative networks for environmental management. The paper uses data from a series of interviews and an dialogue session convened by the authors to analyze the effects of supply chain management on chemicals use and innovation; the comparisons with government regulation, in terms of the opportunities for collaboration, throughout the supply chain; and the perceptions within industry of the differences between public private sector regulation. Among the findings are that supply chain relationships may be as significant a source of pressure as government regulation; that consultation within the supply chain is ad hoc and a source of uncertainty; and that the sources of supply chain pressures often lack an understanding of the complexities of chemical use within the semiconductor industry. The results of the study have important policy implications for the different policy actors interested in building strong collaborative networks for environmental management.

The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. Meeting this challenge requires the development of flexible regimes that have the potential to meet essential consumptive needs while restoring environmental flows. This book focuses on how water trading frameworks can be repurposed for environmental water recovery and aims to conceptualise the most appropriate role for law in supporting recovery through these frameworks. The author presents a comprehensive study of the legal frameworks in four jurisdictions: the States of Oregon and Colorado in the western United States; the province of Alberta in Canada; and the Murray-Darling Basin in Australia/Basin State of New South Wales. A close comparative analysis of these four jurisdictions reveals a variety of distinctive regulatory arrangements and collaborations between public and private actors. In all cases, the law has been deployed to steer and coordinate these water governance activities. The book argues that each regime is based on a particular regulatory strategy, with different conceptions of the appropriate roles for, and relationships between, various actors and institutions. Legal frameworks do not have the capacity to rationalise and provide an overarching and absolute solution to the complex environmental and governance issues that arise in the context of environmental water transactions. Rather, the role of law in this context needs to be reconceptualised within the paradigm of regulatory capitalism as establishing and maintaining the limits within which regulatory participants can operate, innovate and collaborate.
