Book Decentralization and Devolution in Kenya

Download or read book Decentralization and Devolution in Kenya written by T. Nzioki Kibua and published by University of Nairobi Press. This book was released on 2008 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: Efficient delivery of public services in Africa and other developing regions has for a long time been hindered by highly centralized government bureaucracies (Mwabu et al., 2001). In Kenya, several efforts have been made to reduce unnecessary layers of government to make service provision to the populace more effective. This book reports on recent decentralization and devolution innovations in Kenya. The volume is organized into three parts and contains a total of 12 chapters including the introduction. The chapters in Part 1 (Structures and Institutions) provide a comprehensive analysis of institutional and organizational environment in which decentralization and devolution reforms have been taking place over the last three decades. Part 2 (Principles and Processes) contains chapters that clarify decentralization and devolution concepts, with applications to selected local authorities. The chapters in Part 3 (Service Delivery and Financing) illustrate advantages of provision and financing of services at the local level, with a focus on the role of community participation in improving accountability and efficiency in resource use.

Book The theory of fiscal decentralization in Kenya

Download or read book The theory of fiscal decentralization in Kenya written by Leonard Mwakuni and published by GRIN Verlag. This book was released on 2020-07-30 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2019 in the subject Law - Public Law / Constitutional Law / Basic Rights, , language: English, abstract: This work critically analyses this theory of fiscal decentralization and rationalizes how the constitution is prepared to mitigate any demerits of decentralization. It discusses the pillars of fiscal decentralization including political autonomy, financial autonomy (revenue assignment), expenditure responsibility, intergovernmental fiscal transfers, and sub-national borrowing. It also discusses the application of these pillars in Kenya and how the constitution mitigates the demerits of fiscal decentralization. This paper discusses the theory of fiscal decentralisation under the Kenyan devolved system of government and rationalises how the Constitution of Kenya, 2010, mitigates the demerits of decentralisation for the realisation of the objects of devolution in Kenya. Part II gives a description of the pillars of the theory of fiscal decentralisation. Part III discusses the application of the pillars of fiscal decentralisation under the Kenyan devolved system of government and rationalises how the 2010 Constitution mitigates the demerits of decentralisation. A comparative analysis of the Republic of South Africa(RSA) is adopted throughout this study. The RSA provides instructive lessons for Kenya for the proper implementation and sustainability of an effective fiscal decentralisation system in Kenya. The last part of this study gives some concluding remarks.

Book Making Devolution Work for Service Delivery in Kenya

Download or read book Making Devolution Work for Service Delivery in Kenya written by Abdu Muwonge and published by World Bank Publications. This book was released on 2022-02-23 with total page 197 pages. Available in PDF, EPUB and Kindle. Book excerpt: Kenya adopted a new Constitution and began the process of devolution in 2010. The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the "devolution train" left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability.

Book Effect of Decentralization Frameworks on Service Delivery in Devolved Governments of Kenya

Download or read book Effect of Decentralization Frameworks on Service Delivery in Devolved Governments of Kenya written by Thomas Muema and published by GRIN Verlag. This book was released on 2019-05-31 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: Research Paper (postgraduate) from the year 2019 in the subject Economics - Monetary theory and policy, grade: B, Kenyatta University (Department of Entrepreneurship, Technology, Leadership and Management), course: Leadership and Governance, language: English, abstract: This study aims at analyzing the effect of decentralization frameworks on service delivery by devolved governments in Kenya. Devolution as a system of governance was introduced after the promulgation of the new constitution in 2010. Since then, both levels of governments have been working hard in order to implement all the new structures required for the operationalization of the new system. The statement of the problem shows that the process of implementation has faced many bottlenecks at the political, administrative and fiscal levels hence curtailing the speed of implementation and service delivery as detailed in the literature review. The research objectives have brought out the variables under the study as: to determine the effect of fiscal decentralization framework on service delivery by devolved governments in Kenya; to examine the effect of political decentralization framework on service delivery by devolved governments in Kenya; to investigate the effects of administrative decentralization framework on service delivery by devolved governments in Kenya, investigate the effects of economic decentralization framework on service delivery by devolved governments in Kenya to establish the moderating influence of regulatory frameworks on political, fiscal and administrative decentralization and service delivery in Kenya. The study will be undertaken in 14 counties covering all the main regions of Kenya. Several theories have been explored linked to the various variables considered under the study. These are: The Soufflé theory, The social capital theory, The principal Agent theory and finally the Accountability theory. The conceptual framework outlines the independent variables, as administrative, political and fiscal decentralization while the dependent variable is service delivery. The moderating variable is the regulatory framework. Data will be collected by the use of a questionnaire. The quantitative data will be captured with the help of a likert scale while the qualitative data will be captured with open- ended questions at the end of each variable. Data analysis will be done by both qualitative and quantitative methods, as both types of data will have been collected. Quantitative data will be analyzed by use of the statistical package for social sciences (SPSS).

Book Developmental State Building

Download or read book Developmental State Building written by Yusuke Takagi and published by Springer. This book was released on 2019-01-18 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

Book Distributive Justice in Kenya s Development Process

Download or read book Distributive Justice in Kenya s Development Process written by Tom Kabau and published by . This book was released on 2016 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The chapter assesses the prospects of achieving distributive justice in Kenya's development process under the new devolved system of governance. As the authors point out, concern for distributive justice in the allocation of economic and social benefits was one of the core factors that contributed to the establishment of the devolved system of government under the 2010 Constitution, Kenya's new social contract. In discussing the Kenyan case, the chapter makes special reference to the human rights-based concepts of the right to development, as enshrined in various international legal instruments. The concept of the right to development has the objective of institutionalising distributive justice in economic and social processes at both the international and state levels. The chapter essentially postulates the thesis that the new devolved system of governance provides a progressive mechanism for the promotion and realisation of distributive justice in Kenya through an enhanced human rights-based approach to development. It particularly assesses the appropriateness of the structures of devolution in providing Kenya with a governance system that enhances opportunities of promoting and fulfilling obligations arising from the right to development. In that context, the significance of devolution in enhancing the prospects of achieving distributive justice in Kenya's development process is appraised. Notwithstanding the legal, policy and institutional progress achieved through the devolution framework, the chapter acknowledges that effective achievement of distributive justice in Kenya may be hindered by continued 'conflict of interest', regardless of the emergence of a new social contract under the 2010 Constitution. Apt examples of the unrelenting 'conflict of interest' that include the continued refusal to implement obligations relating to equitable distribution of resources, inefficiency, and widespread corruption in county governments, are evaluated, and possible solutions suggested.

Book Devolution and the Mutation of Corruption in Kenya

Download or read book Devolution and the Mutation of Corruption in Kenya written by Douglas Lucas Kivoi and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The creation of the devolved system of governance in Kenya was meant to bring the services as well as resources closer to the people. This is because there were regions that had been historically marginalized since independence by successive governments. Although devolution was meant to improve the quality of lives of citizens, the evolution of corruption at counties poses a serious challenge. The March 2013 elections ushered in forty-seven (47) County governments hence distributing corruption across the country. High-level corruption appears to have undergone mutation from the national government to counties, as the devolved governments took charge of public services. Corruption is the single greatest obstacle to economic and social development. Corruption undermines development and distorts rule of law by promoting impunity. It also weakens institutional foundations which economic growth depends on.
