Although GAO was unable to follow up on many of the issues because of time constraints, it believes that this correspondence may be useful to the Base Closure Commission as it considers the proposed closures and realignments.

Available in PDF, EPUB and Kindle. Book excerpt: Amid the decline in defense spending following the end of the Cold War, military base closures have prompted some of the most vocal public concerns. Public expectations of the impact often verge on the apocalyptic, and economic forecasts of the local effects seem to bolster such fears. While many studies have been done on the closure and revitalization process, little new work has been done on the immediate economic impacts of base closures since the wave of closures after the Vietnam War. This study examined the experience of the communities surrounding three of the largest bases closed in California since 1988. The bases were selected due to their large presence in the local community and to the fact that the communities were sufficiently isolated geographically that the effects could be expected to be both severe and measurable. The study used a case-study approach to examine the impact on nearby communities of three base closures: George Air Force Base (AFB), located in San Bernardino County, which closed in December 1992; Fort Ord, located in Monterey County, which closed in September 1994; Castle Air Force Base, located in Merced County, which was slated for closure in 1995 and from which 65 percent of its uniformed personnel had been vacated by October 1994. To assess the impact of base closures on local communities, the study used nine measures-two centering on changes in population, four on changes in employment, and three on changes in the housing market. The study investigated how the closures impacted the size of the total population in nearby communities and the size of those communities' school enrollments. It looked at the size of neighboring communities' labor forces, their unemployment rates, their taxable retail sales, and their municipal revenues.

Book excerpt: This book investigates new patterns of «evasive delegation» and «dedistributive» policymaking by the U.S. Congress, whereby Congress delegates its decision-making power to ad hoc commissions or implements constraints that compel it to make decisions within prescribed limits. Elected public officials seem unwilling to make, or believe themselves unable to be «held responsible» for, «dedistributive» policy. Thus, means are devised to actually make the decisions, while allowing elected officials to evade responsibility. The Base Realignment and Closing Commission (BRAC), which aimed to get politics out of military base closings, is a quintessential example of such means. At the heart of these considerations is the question of with whom or where responsibility should rest. The American people are left to decide whether to hold unelected and more or less «unsupervised» individuals, commissions, and the like responsible for their greater well being while officially elected individuals quietly cede responsibility.

Book excerpt: By September 1998, the Defense Department (DOD) had completed actions on about 85 percent of the 451 recommendations made by the four base realignment and closure commissions. DOD declared about 464,000 acres of base property as excess. Forty-six percent of the unneeded property was to be kept by the federal government; 33 percent was slated for nonfederal users, such as state and local authorities or private parties; and the disposition of the rest was undecided. By 2001, DOD estimates that it will have spent $23 billion on base realignments and closures and saved $37 billion, for a net savings of $14 billion. Beyond 2001, when the last of the four rounds of base closures and realignments is complete, DOD expects to save $5.7 billion annually. However, the cost estimates omit some federally incurred costs, while the savings estimates have not been routinely updated and are thus imprecise. A major cost factor in base realignments and closures, as well as a major obstacle to the disposal of unneeded property, is the need for environmental cleanup at these bases. Available military data suggest that the total environmental cost will top $9 billion; the cleanup efforts, including monitoring, will extend well beyond 2001; and the potential for higher costs exists. Most communities adjoining closed bases are faring well economically in relation to the national average.

Events taking place throughout the world and within the United States have caused a reevaluation of U.S. military strategy, and U.S. forces are to be significantly reduced. DoD and the Congress both recognize that with a reduced force structure there is a need to close and realign military installations. The Defense Base Closure and Realignment Act of 1990 (P.L. 101-510) established a new process for DoD base closure and realignment actions within the United States. The act established an independent Defense Base Closure and Realignment Commission and specified procedures that the President, DoD, GAO, and the Commission must follow, through 1995, in order for bases to be closed or realigned. This report responds to the act's requirement that GAO provide the Congress and the Commission, by May 15, 1991, an analysis of the Secretary of Defense's April 12, 1991, recommendations of bases for closure and realignment and the selection process used. GAO also received numerous letters, requests, and materials in connection with this review from congressmen, state and local government officials, and private citizens; however, due to the lack of time available to respond to each of the issues raised, GAO has submitted the materials to the Commission for its use.
