At the same time, Chinas little northern brother, Mongolia, is rarely the focus of comparative development analyses. The least densely populated country in the world has however been on a continuous path of increasing its international economic weight for the past two decades, and with a GDP growth rate of 18% in 2011 belongs to the world’s fastest growing nations. With the exception of Citibank’s economist Willem Buiter, who grouped Mongolia as one of eleven “G3” countries to become the leading emerging nations of the future, international development studies do not tend to attribute much international significance of the land-locked steppe-country and its 2.8 million inhabitants. At the same time, however, its Southern neighbor China has been watching closely, keeping an eye out on the enormous amounts of mineral resources which are dozing underneath the ‘world’s bluest skies’. Since Mongolia’s’ strong ties with the Soviet Union broke after a 70-year period of close economic collaboration, the treasures lying underneath the Mongolian steppe have once again come within reach of Chinas resource-hungry industries.

Archaeological materials are interpreted through anthropological perspectives, using systematic analytic methods in settlement and burial patterns. Both agency and process are considered in the development of chiefdoms and in the emergence of early states in the Yellow River region. Interrelationships between factors such as mortuary practice, craft specialization, ritual activities, warfare, exchange of elite goods, climatic fluctuations, and environmental changes are emphasized. This study offers a critical evaluation of current archaeological data from Chinese sources, and argues that, although some general tendencies are noted, social changes were affected by multiple factors in no pre-determined sequence. In this most comprehensive study to date, Li Liu attempts to reconstruct developmental trajectories toward early states in Chinese civilization and discusses theoretical implications of Chinese archaeology for the understanding of social evolution.

Simultaneously, global markets in metals and fuels experienced a boom of unprecedented extent and duration. Meanwhile, resource-rich states in the Global South from Argentina to Angola began to advance a range of new development strategies, breaking away from the economic orthodoxies to which they had long appeared tied. In China’s Wake reveals the surprising connections among these three phenomena. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. He combines analysis of China-led structural change with fine-grained detail on how the boom played out across fifteen different resource-rich countries. Jepson identifies five types of response to boom conditions among resource exporters, each one corresponding to a particular pattern of domestic social and political dynamics. Three of these represent fundamental breaks with dominant liberal orthodoxy—and would have been infeasible without spiraling Chinese demand. Jepson also examines the end of the boom and its consequences, as well as the possible implications of future China-driven upheavals. Combining a novel theoretical approach with detailed empirical analysis at national and global scales, In China’s Wake is an important contribution to global political economy and international development studies.

Seeking to consolidate domestic authority and confront foreign challenges, states introduced tighter regulations, higher taxes, and harsher enforcement. These interventions sparked widespread defiance, triggering further coercive measures. Smuggling simultaneously threatened the state’s power while inviting repression that strengthened its authority. Philip Thai chronicles the vicissitudes of smuggling in modern China—its practice, suppression, and significance—to demonstrate the intimate link between illicit coastal trade and the amplification of state power. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

Book excerpt: This book seeks to model the possible emission trajectories and identify the feasible mitigation schemes for China to meet its climate commitments to peak emissions before 2030 and net zero emissions before 2060. In line with these ambitions, China has taken a number of measures to improve carbon efficiency and energy structure in recent years. The book first analyzes changes in the carbon footprint at the city level, identify the different pathways to peak emissions by province and industry, and develop a bottom-up approach to determining when and how China could reach peak emissions. It then illustrates how the Emissions Trading Scheme (ETS) reduces abatement costs, and examines the cost-saving effects under carbon intensity reduction and peak emissions targets. Based on the findings and the status quo in China, the authors propose a multicriteria allocation scheme for carbon emission allowances at the provincial level and quantify the impact of sectoral coverage on the abatement costs of the ETS by developing a cost-based approach to sectoral coverage in China. In addition, the co-benefits between CO2 and PM2.5 reductions as a result of the ETS operation are elaborated. The book will benefit researchers and policy-makers interested in environmental governance, climate policy, environmental economics, and sustainable development.
