Book excerpt: This thesis is an examination of the roadmap Brazil is drawing to govern the Internet domestically, and potentially extend to other countries and the international system as a whole. This map includes the development of institutions and regulations to govern the infrastructure and information communications technology (ICT) used collectively and individually by Brazilian citizens. The principal means of depicting this roadmap are an exploration of the Marco Civil da Internet, a Bill of Rights for the Internet, and the Comitê Gestor da Internet, an Internet Steering Committee that governs and administers aspects of the country's national network. Through this examination of two principal examples and a number of secondary ones, Brazil's shows how to connect technical codes with political ideals to govern the new realities of the information age. To explain how this coexistence of political and technical ideals translates to policy objectives, this thesis will examine the legal code and history of the Marco Civil, the membership and objectives of the CGI, and the tenets created by the CGI instilled in the bill that now governs Brazil's Internet today. It also integrates the work of scholars that have developed theories to explain how governments collaborate with citizens through democratic, multistakeholder models that manage these new systems through technical means, such as the coordination and assignment of root level domains or the changeover to IPv6. The Internet is a revolutionary new mechanism to achieve objectives such as to innovate and develop economies, ensure security, network neutrality, freedom of expression, privacy and human rights. By constructing and administering ICT infrastructure through a revolutionary democratic model enabled by the strongest network possible, the Marco Civil contains both technical and political elements to build and maintain a stronger civil society, democratic system and economy simultaneously. This is what makes these new Brazilian regulations and institutions revolutionary, pioneering examples of how to approach our new reality.

Is it possible to disassociate development from multidimensional instability, dependency, subordination, and exploitation? Is the current social, political, ecological, and economic organized destabilization observed in the western countries a model to follow, a desirable end of history? These questions raised earlier by some fellow economists, have become ever more pressing in the present context of generalized instability. The book questions how ethical and professionally responsible it is for economists to continue to undiscerningly prescribe miraculous one-size-fits-all market-oriented models to solve socio-economic problems everywhere. The contributors of this edited volume invite the readers to consider these questions and further similar inquiries in the future. Book excerpt: How Brazilian favela residents engage with and appropriate technologies, both to fight the oppression in their lives and to represent themselves in the world. Brazilian favelas are impoverished settlements usually located on hillsides or the outskirts of a city. In Technology of the Oppressed, David Nemer draws on extensive ethnographic fieldwork to provide a rich account of how favela residents engage with technology in community technology centers and in their everyday lives. Their stories reveal the structural violence of the information age. But they also show how those oppressed by technology don’t just reject it, but consciously resist and appropriate it, and how their experiences with digital technologies enable them to navigate both digital and nondigital sources of oppression—and even, at times, to flourish. Nemer uses a decolonial and intersectional framework called Mundane Technology as an analytical tool to understand how digital technologies can simultaneously be sites of oppression and tools in the fight for freedom. Building on the work of the Brazilian educator and philosopher Paulo Freire, he shows how the favela residents appropriate everyday technologies—technological artifacts (cell phones, Facebook), operations (repair), and spaces (Telecenters and Lan Houses)—and use them to alleviate the oppression in their everyday lives. He also addresses the relationship of misinformation to radicalization and the rise of the new far right. Contrary to the simplistic techno-optimistic belief that technology will save the poor, even with access to technology these marginalized people face numerous sources of oppression, including technological biases, racism, classism, sexism, and censorship. Yet the spirit, love, community, resilience, and resistance of favela residents make possible their pursuit of freedom.
