In 1928 members of the Social Democratic Party (SPD) were elected to the chancellorship and thousands of state and municipal offices. But despite the party's apparent strengths, in 1933 Social Democracy succumbed to Nazi power without a fight. Previous scholarship has blamed this reversal of fortune on bureaucratic paralysis, but in this revisionist evaluation, Donna Harsch argues that the party's internal dynamics immobilized the SPD. Harsch looks closely at Social Democratic ideology, structure, and political culture, examining how each impinged upon the party's response to economic disaster, parliamentary crisis, and the Nazis. She considers political and organizational interplay within the SPD as well as interaction between the party, the Socialist trade unions, and the republican defense league. Conceding that lethargy and conservatism hampered the SPD, Harsch focuses on strikingly inventive ideas put forward by various Social Democrats to address the republic's crisis. Book excerpt: Wild Socialism examines the rise, development, and decline of revolutionary councils of industrial workers in Berlin at the end of the First World War. This popular movement spread throughout Germany, and was without precedent in either the theory or practice of the Social Democratic party and the trade unions allied to it. These workers councils were most highly developed in Berlin, within its particular industrial, political, and cultural milieu. The Berlin Shop Stewards group provided a hard core of militant revolutionaries within the movement, many of whose adherents were more moderate or ambiguous in their views. Externally, the councilists faced a hostile Social Democratic-trade union bureaucracy who characterized council rule as “wilde Sozialismus,” a reconstituted and repressive state power, and a revolutionary rival in the rise of German Bolshevism. This work considers the experience of the Berlin councils as alternative institutions outside of traditional union, party, and governmental structures.

Written at the height of WW1, they address the abrupt collapse of international socialist cooperation after its outbreak, and outline a vision for peace in Europe and beyond. Bernstein argues for an ethical, democratic approach to international relations, governed by a corpus of international law, and safeguarded by an international union dedicated to preserving peoples’ right to self-determination. He is sceptical of the state-centrism of early-20th-century liberal proposals for developing strong international institutions, while also deeply critical of militarist and imperialist political leaders and thinkers for preventing even these limited proposals from being realised. Instead, in these works, Bernstein urges social democrats to campaign for a system of international economic, legal, and cultural relations that he calls the ‘republic of peoples’, and he explores themes of patriotism, class struggle, diplomacy, and free trade that still carry resonance today.
