Book excerpt: The development of the Dutch welfare state in the Netherlands started later than in other Western European countries, but once it started, it grew at a spectacular rate. The development was so rapid that it catapulted the Dutch from being welfare laggards to being welfare leaders. Cox charts the course of this growth, from the nineteenth century to the present, placing the Dutch case within the larger theoretical discussion of welfare states.In so doing, Cox challenges the widely held assumption that welfare programs always represent the policies of the social democratic left. He demonstrates that it was not the left but the more centrist religious parties that built the Dutch welfare state in the 1960s. Even more curious is the fact that these same political forces had resisted the expansion of welfare programs throughout the first half of the twentieth century.In many ways, the Netherlands is a crucial test case for assumptions about the welfare state. Its system is one of the largest in the world, rivaling Sweden's as one that devotes the greatest share of public spending to social welfare. How does it compare to other countries? Do present theories of welfare state development fit the Dutch case? What can we learn from the experience of a small state?Cox makes a signal contribution in clarifying the historical record concerning a little-studied country and in advancing theoretical debate.

It emphasizes that such systems have strong consequences for the distribution of income and risk among different segments of society and argues that they could consequently only emerge in countries where middle class groups were unable to utilize their key electoral and strong labor market position to mobilize against the adverse consequences of redistribution for them. By illustrating their key role in the coming about of solidaristic welfare reform in the Netherlands, the book also offers a novel view of the roles of Christian-democracy and the labor union movement in the development of modern welfare states. By highlighting how welfare reform contributed to the employment miracle of the 1990s, the book sheds new light on how countries are able to combine high levels of welfare generosity and solidarity with successful macro-economic performance.

Book excerpt: In the years following World War II, the concept of State Welfare did seem to be the golden mean between Marxian revolution and laissez faire evolution in the human pursuit of social justice. Western democratic states that upheld the primacy of the individual and his liberty over that of the 'State' operationalized State responsibility for welfare on the basis of social policies compatible with their socio-political and economic systems. This resulted in the coming into existence of a large number of services rendered by the State to its citizens touching all aspects of their lives, cutting through informal, intermediary institutions, and developing a direct link with it. The focus of this study is on these services in two such states, i.e., the Netherlands and the United Kingdom. Their provision and administration for ethnic minorities that form part of their national communities is dealt with in particular. The Netherlands and the United Kingdom have constitutional monarchical systems based on the sovereignty of the people. Liberalism is an underlying sociological base for their societies. Both had acquired overseas colonies which resulted in the settlement of people with ethnic origins different from their dominant group within their national communities. These factors make the two comparable. However, the ideological basis, social and economic forces and movements that led to the establishment of State welfare in the two states differ significantly. The study reveals that their particular ideological positions on State-Society relations have a significant impact on social policies adopted by them and in the modalities of their implementation. The British stand on assimilation in one dominant culture and the Dutch stand on integration with acceptance of pluralism throw up the genuine problems in the harmonization of social policy in a United Europe of the future.

Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Future trends of ageing and globalisation render public finances unsustainable and worsen the position of low-skilled workers on the labour market. At the same time, welfare state institutions seem insufficiently adapted to changed socio-cultural circumstances. Moreover, they cause inactivity among elderly workers, women and social benefit recipients. To prepare for the future, the Dutch government aims to raise labour supply and improve human capital. This study explores how welfare state reform can contribute to these goals. Thereby, we take into account the key social and economic functions that the welfare state fulfils in our society. We analyse a number of reforms in Dutch institutions from a broad welfare perspective and quantify their effects on the labour market and the income distribution. The study also develops three comprehensive prototype welfare state reforms for the Netherlands in the future. We explore how robust these different prototypes are for immigration, economic integration and technological change.

Stephan Haggard and Robert Kaufman trace the historical origins of social policy in these regions to crucial political changes in the mid-twentieth century, and show how the legacies of these early choices are influencing welfare reform following democratization and globalization. After World War II, communist regimes in Eastern Europe adopted wide-ranging socialist entitlements while conservative dictatorships in East Asia sharply limited social security but invested in education. In Latin America, where welfare systems were instituted earlier, unequal social-security systems favored formal sector workers and the middle class. Haggard and Kaufman compare the different welfare paths of the countries in these regions following democratization and the move toward more open economies. Although these transformations generated pressure to reform existing welfare systems, economic performance and welfare legacies exerted a more profound influence. The authors show how exclusionary welfare systems and economic crisis in Latin America created incentives to adopt liberal social-policy reforms, while social entitlements from the communist era limited the scope of liberal reforms in the new democracies of Eastern Europe. In East Asia, high growth and permissive fiscal conditions provided opportunities to broaden social entitlements in the new democracies. This book highlights the importance of placing the contemporary effects of democratization and globalization into a broader historical context.

The interplay of societal cleavage structures and electoral rules produced the different political class coalitions sustaining the three welfare regimes of the Western world. In countries with proportional electoral systems the absence or presence of state–church conflicts decided whether class remained the dominant source of coalition building or whether a political logic not exclusively based on socio-economic interests (e.g. religion) was introduced into politics, particularly social policy. The political class-coalitions in countries with majoritarian systems, on the other hand, allowed only for the residual-liberal welfare state to emerge, as in the US or the UK. This book also reconsiders the role of Protestantism. Reformed Protestantism substantially delayed and restricted modern social policy. The Lutheran state churches positively contributed to the introduction of social protection programs.
