Book excerpt: After its independence in 1969, Indonesia studied and analyzed its previous colonial system of technical and vocational education (TVE) and took steps to overcome the shortcomings. TVE was required to provide expansion of work opportunities and industrial development to promote national development. Until 1989, attention was given to further improve TVE and increase its quantity, although the main mission was still increasing student enrollment. As part of quality improvement, the curriculum was developed and improved, the number of teachers was increased, new buildings were constructed, and books and workshop equipment were purchased. "School integrated development" as a new strategy for quality improvement was introduced in 1989. Efforts were intended to increase the efficiency and effectiveness of the school institution. This approach demanded all activities of school elements be interrelated as a system. Students, curricula/programs, teachers, facilities, and graduates were improved, developed, and renovated simultaneously in a system in which they influenced each other. Each school was encouraged to establish production units and closely link with industry through partnerships. The most recent development of the close link between TVE schools with industry was implementation of the "dual system" in which parts of the curriculum were conducted in industry in a day- or block-release system. As part of the study, TVET providers, business enterprises, policy makers and practitioners were surveyed using questionnaires and face-to-face interviews. Indonesia has focused on expanding secondary-level TVET, whereas Australia has emphasized provision of postsecondary-level vocational education and training (VET). Two factors--the emergence of new high-technology and service industries and the aging of the population--are having a profound impact on development of Indonesia's TVET system. An examination of Australia's efforts to develop and reform its VET system revealed the following seven steps that Indonesia might consider as it reforms its TVET system in response to recent economic and social changes: (1) develop a system of continuous and lifelong learning; (2) strengthen advanced and high-level skills training; (3) develop an industry-led TVET sector that includes competency-based training; (4) institute flexible delivery of training and modularization of training courses to make it easier for adults to participate in training; (5) increase focus on training output and outcomes; (6) establish a consistent national training recognition framework; and (7) institute a strong system of public postsecondary training institutes in addition to developing high-quality training providers.
