Book excerpt: This book reports the findings of two field studies conducted between 1993 and 2001 in seven townships and six provinces in China. The authors describe the process of rural urbanization and its related economic, social, and political changes by focusing mainly on the zhen (town), in addition to administrative offices and companies involved in the local economy, and village committees. The authors show that the social changes resulting from China's economic reforms are occurring mainly from below, and that this process is also resulting in a weakening of the economic and political dominance of the central government. Other changes discussed in this study include the development of new ownership structures and the increasing dominance of the private sector; a shift in the functions of administrative offices as the bureaucracy becomes increasingly business oriented; the rise of a new local elite; a rebirth of traditional social structures (clans, local associations); and the emergence of new interest groups and institutions to represent their needs.

Book excerpt: This paper updates through 1990 the World Bank analysis of China's nonagricultural rural enterprise sector, which has come to play an increasing role in both industry and the service sector, and which operates largely outside the framework of central state control. The sector's performance during the 7th Five-Year Plan period (1986-90) is reviewed with respect to output, employment, exports and fiscal contribution, and regional and subsectoral variations are examined. Controversies over the sector's record in areas such as economic efficiency, energy intensity and pollution control are also analyzed. Review of the official policy climate towards the sector covers initiatives intended to improve the legislative and incentive frameworks and attempts to improve public provision of services to rural firms, as well as their treatment during the austerity campaign of 1988-90. The paper concludes that the nonstate sector has a crucial role to play in increasing recognition by the central authorities and outlines areas in where the policy climate still shows room for improvement.

The scaling down of modern large-scale technology through a product or quality choice, combined with changes in the manufacturing processes, is discussed at some length for nitrogen chemical fertilizer and cement. The other approach is the integrated rural development strategy where a number of activities are integrated within or closely related to the commune system. This strategy includes industry as only one component of many instruments where improved public health, education, and improved agricultural technology contribute to achieving such policy objectives as increased employment and productivity."

Book excerpt: Longlisted for the 2009 ICAS Book Award Mountainous Liangshan Prefecture, on the southern border of Sichuan Province, is one of China's most remote regions. Although Liangshan's majority ethnic group, the Nuosu (now classified by the Chinese government as part of the Yi ethnic group) practiced a subsistence economy and were, by Chinese standards, extremely poor. Their traditional society was stratified into endogamous castes, the most powerful of which owned slaves. With the incorporation of Liangshan into China's new socialist society in the mid-twentieth century, the Nuosu were required to abolish slavery and what the Chinese government considered to be superstitious religious practices. When Han Chinese moved into the area, competing with Nuosu for limited resources and introducing new cultural and economic challenges, some Nuosu took advantage of China's new economic policies in the 1980s to begin private businesses. In Doing Business in Rural China, Thomas Heberer tells the stories of individual entrepreneurs and presents a wealth of economic data gleaned from extensive fieldwork in Liangshan. He documents and analyzes the phenomenal growth during the last two decades of Nuosu-run businesses, comparing these with Han-run businesses and asking how ethnicity affects the new market-oriented economic structure and how economics in turn affects Nuosu culture and society. He finds that Nuosu entrepreneurs have effected significant change in local economic structures and social institutions and have financed major social and economic development projects. This economic development has prompted Nuosu entrepreneurs to establish business, political, and social relationships beyond the traditional social confines of the clan, while also fostering awareness and celebration of ethnicity.

The authors demonstrate that interconnected community enterprises based on clean forest products, forest carbon and ecotourism can be underpinned by local infrastructure enterprises such as renewable energy, water, waste management, ICT and transport, and financial mechanisms like carbon finance, all involving skills development, leadership and social entrepreneurship coupled with corporate and investment partnerships. Such interconnected approaches are expected to generate increased employment and prosperity, improve social livelihoods, and benefit the environment.
