Book excerpt: Begun in 1891, the Children's Aid Society of Toronto is the largest child welfare agency in North America. It has played a leading roll as an advocate of children's welfare; it has been instrumental in influencing child welfare practice not only in Ontario but all of Canada and elsewhere. With an emphasis on the post-World War II period, A Legacy of Caring examines the political, social, and economic factors that led to changes within the society itself as well as developments in legislation and social policy. Book The Challenge of Children s Rights for Canada

Download or read book The Challenge of Children s Rights for Canada written by Katherine Covell and published by Wilfrid Laurier Univ. Press. This book was released on 2006-01-01 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada signed the United Nations Convention on the Rights of the Child over a decade ago, yet there is still a lack of awareness about and provision for children’s rights. What are Canada’s obligations to children? How has Canada fallen short? Why is it so important to the future of Canadian society that children’s rights be met? Prompted by the gap between the promise of children’s rights and the reality of their continuing denial, Katherine Covell and R. Brian Howe call for changes to existing laws, policies and practices. Using the United Nations Convention on the Rights of the Child as their framework, the authors examine the continuing problems of child poverty, child care, child protection, youth justice and the suppression of children’s voices. They challenge us to move from seeing children as parental property to seeing children as independent bearers of rights. In The Challenge of Children’s Rights for Canada, Canada’s obligations and the rights of children are examined from the perspectives of research and development in the fields of developmental psychology, developmental neuroscience, law and family policy. This timely and accessible book will be of interest to academics, policy-makers and anyone who cares about children and about taking children’s rights seriously.

Book The Challenge of Children s Rights for Canada 2nd edition

Download or read book The Challenge of Children s Rights for Canada 2nd edition written by Katherine Covell and published by Wilfrid Laurier Univ. Press. This book was released on 2018-08-30 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than a quarter of a century has passed since Canada promised to recognize and respect the rights of children under the United Nations Convention on the Rights of the Child. Ratification of the Convention cannot, however, guarantee that everyone will abandon proprietary notions about children, or that all children will be free to enjoy the substance of their rights in every social and institutional context in which they find themselves, including—and perhaps especially—within families. This disconnect remains one of the most important challenges to the recognition of children’s rights in Canada. The authors argue that social toxins are as harmful to children’s independent welfare and developmental interests as environmental toxins, and that both must be eradicated if Canada is to fulfill its commitments under the Convention. They also argue that if Canada wishes to ensure the substance of the rights outlined in the Convention are socially guaranteed, an attitudinal or cultural shift is required concerning the moral and legal status of children. This revised, expanded, and updated edition of the bestselling Challenge of Children’s Rights for Canada will be of interest to academics, policymakers, parents, teachers, social workers, and human service professionals—indeed to anyone who cares about and for children.

Book In the Children s Aid

Download or read book In the Children s Aid written by Andrew Jones and published by University of Toronto Press. This book was released on 1981-12-15 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: The present system of child welfare in Canada dates from 1893, the year in which the Ontario Legislature passed 'An Act for the Prevention of Cruelty to, and better Protection of, Children.' The Act provided for the establishment of Children's Aid Societies with extensive legal powers to intervene in cases of child neglect and cruelty, and gave officials sanction to the foster care system. These radical departures from earlier policy resulted from the actions of John Joseph Kelso, the man who was named as the first Superintendent of Neglected and Dependent Children – a position created by the same Act. At 29, Kelso was already one of Ontario's leading proponents of child welfare reform. He had earlier stimulated the formation of the Toronto Humane Society and subsequently guides its early growth. In 1888 he had formed the Children's Fresh Air Fund and the Santa Claus Fund, out of which, in 1891, he founded the Toronto Children's Aid Society. From 1893 to his retirement in 1934, Kelso directed and promoted the establishment and development of Children's Aid Societies in Ontario and played an important role in their spread to other provinces. In 1921 he was appointed administrator of Ontario's first Adoption Act and the Children of Unmarried Parents Act. His reform activities extended into the children's court movement, the closing of reformatories, organization of playgrounds, and advocacy of mothers' allowances. This biography provides an account of Kelso's life and career as a social reformer, and reveals him as the undisputed chief architect and builder of Ontario's welfare system. It will interest the academic and professionals as it traces the roots of social welfare services and the profession of social work, and the general reader interested in Canadian history and social reform.

Book A Question of Commitment

Download or read book A Question of Commitment written by R. Brian Howe and published by Wilfrid Laurier Univ. Press. This book was released on 2009-07-29 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1991, the Government of Canada ratified the United Nations Convention on the Rights of the Child, requiring governments at all levels to ensure that Canadian laws and practices safeguard the rights of children. A Question of Commitment: Children’s Rights in Canada is the first book to assess the extent to which Canada has fulfilled this commitment. The editors, R. Brian Howe and Katherine Covell, contend that Canada has wavered in its commitment to the rights of children and is ambivalent in the political culture about the principle of children’s rights. A Question of Commitment expands the scope of the editors’ earlier book, The Challenge of Children’s Rights for Canada, by including the voices of specialists in particular fields of children’s rights and by incorporating recent developments.

Book A Legal History of Adoption in Ontario 1921 2015

Download or read book A Legal History of Adoption in Ontario 1921 2015 written by Lori Chambers and published by University of Toronto Press. This book was released on 2016-01-01 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lori Chambers' fascinating study explores the legal history of adoption in Ontario since the passage of the first statute in 1921. This volume explores a wide range of themes and issues in the history of adoption including: the reasons for the creation of statutory adoption, the increasing voice of unmarried fathers in newborn adoption, the reasons for movement away from secrecy in adoption, the evolution of step-parent adoption, the adoption of Indigenous children, and the growth of international adoption. Unlike other works on adoption, Chambers focuses explicitly on statutes, statutory debates and the interpretation of statues in court. In doing so, she concludes that adoption is an inadequate response to child welfare and on its own cannot solve problems regarding child neglect and abuse. Rather, Chambers argues that in order to reform the area of adoption we must first acknowledge that it is built upon social inequalities within and between nations.
