Book excerpt: Within the framework of New Literacy Studies, Dirk Remley presents a historical study of how technical communication practices at a World War II arsenal sponsored literacy within the community in which it operated from 1940 to 1960 and contemporary implications of similar forms of sponsorship. The Training within Industry (TWI) methods developed by the U.S. government and industry at that time included multimodal literate practices, particularly combinations of visual, oral, experiential, and print-linguistic text. Analyses reveal a hierarchy in which print-linguistic literacies were generally esteemed at the workplace and in the community. This literacy hierarchy contributed to a catastrophic accident that killed 11 people, prompting changes in the approach to designing certain training documents. This book links technical communication, especially the multimodal forms of representation commonly found in technical communication and instructional materials, to the concept of literacy sponsorship. The TWI methods used in training and system improvement during World War II are currently applied in business and industry as part of the "lean operating" and "continuous improvement" philosophies. These methods have also become part of the experiential learning philosophy favored in academia. Remley includes examples of current applications of multimodal forms of technical communication similar to those used at the arsenal as well as new media-related applications related to training and instruction. He also discusses their implications for literacy sponsorship. This book provides useful information for technical communication and literacy scholars and educators as well as practical case studies for business leaders, consultants, and practitioners. Book excerpt: This document reports how the Council of State Policy and Planning Agencies (CSPA) Academy process helped nine states develop workplace literacy initiatives involving their governors' offices, the Job Training Partnership Act system, and the educational system. The states were Florida, Idaho, Massachusetts, Michigan, North Carolina, Tennessee, Utah, Virginia, and Missouri. An executive summary provides an economic rationale for the initiatives and describes project participants; the notion of workplace literacy; the CSPA Academy process; the accomplishments (four states designed comprehensive, integrated approaches to the problem; three states created special interagency projects or programs; and two states strengthened their interagency understanding of the problem and laid the groundwork for change); and the lessons learned from the project. Chapter 1 introduces the project. Chapter 2 frames the issues and presents the working partnerships needed to resolve them. Chapter 3 discusses the major steps in the policy development cycle and illustrates with specific examples how the states constructed their literacy policies and action plans. Chapter 4 presents an overall assessment of the results. Chapter 5 presents in detail each state's experience, process, and products as it moved through the academy. Six references appear. Book excerpt: This unique book describes literacy programs that take place in contemporary workplaces and explores their consequences for the employees (especially the managers), the organizations, and society as a whole. Employing a critical sociological perspective, Boyle argues that literacy education in the workplace has as much to do with organizational legitimacy and managerial ideology as with illiterate workers. Her analysis reveals that such programs can be understood as having a range of consequences: Not only do they increase skills, these programs improve work attitudes and show employer beneficence. They also assimilate immigrants, assure retention and stability at the lowest organizational level, legitimize competitive strategy based on investment in human resources, privatize a neglected public good, and allow middle managers to maintain their position in the hierarchy, among other things. As a result, she suggests that employer-sponsored literacy programs have the effect of perpetuating the inequities experienced by those at the bottom of the organizational chart, despite the rhetoric of egalitarianism and opportunity that typically accompanies educational endeavors. Through the example of workplace literacy programs, Boyle debunks the commonplace assumption that education is an unmitigated good and addresses fears of corporate co-optation. The phenomenon of employer-sponsored education is revealed to be complex and contradictory, with consequences that extend beyond the classroom walls. Economic inequities are exacerbated by such programs, and the social problems associated with illiteracy are not alleviated. By exploring the boundary-blurring that occurs when market organizations become involved with non market ideas and practices, when public and private sector responsibilities shift, and when the workplace becomes the new schoolhouse, Boyle illuminates the complexities involved at organizational, individual, and societal levels.
