Yet, many of the obstacles to multinational actors launching a rapid and effective military response in times of crisis are largely similar. This book is the first comprehensive and comparative contribution to explore and identify the key factors that hamper and enable the development and deployment of multinational rapid response mechanisms. Examining lessons from deployments by the AU, the EU, NATO, and the UN in the Central African Republic, Mali, Somalia and counter-piracy in the Horn of Africa, the contributors focus upon the following questions: Was there a rapid response to the crises? By whom? If not, what were the major obstacles to rapid response? Did inter-organizational competition hinder responsiveness? Or did cooperation facilitate responsiveness? Bringing together leading scholars working in this area offers a unique opportunity to analyze and develop lessons for policy-makers and for theorists of inter-organizational relations. Book excerpt: Weather-related disasters continue to increase in frequency, many of which occur along the coast. These events claim the lives of many and have a detrimental effect on the quality of life of others. To address these risks, institutions are established with the aim of enhancing the resiliency of vulnerable coastal communities to natural disasters. Given the role of these institutions, the objective of this handbook is to understand how such institutions respond to natural disasters. This will be conducted through a cross-country comparative case study of institutional responses to vulnerability to natural coastal hazards. In particular the study asks: What is social and institutional vulnerability to natural hazards?; What institutions are available to address vulnerability to coastal hazards?; What are the reasons for the formation of the aforementioned institutions?; and What are the non-monetary costs associated with the institutional response to natural hazards? The study reveals that the incentive to establish an institutional response stems from a physical or institutional trigger and that the formation of institutional response mechanisms is gradual. Given the political cost of dismantling existing institutions, the organizational body most likely to be established is a local or central governmental body that coordinates the activities of existing institutions by establishing specialized inter-governmental committees. This implies that newly-established institutions (with both fiscal and regulatory independence) are to be expected, which is not always the case. Once it is decided to establish a new institution, its design leads to considerable conflict. These conflicts are most likely to erupt over budget allocation, cost estimation, and the eventual implementation speed (rapid vs. slow) of the response. The ultimate repercussion of such conflict is as expected, the complete termination of the response process.

Thus far, institutional economics has essentially been confined to purely verbal discourse. Here I argue the case that general equilibrium theory forms a well rounded basis for the development of an institutional economic the ory. The fundamental economic trade mechanism underlying this refocusing is that of the Edgeworthian barter mechanism modelled through the equilibrium notion of the core of an economy. There is an extensive literature that links the core with the Walrasian price mechanism, which is explored in this book. Next I develop an alternative model of explicitly nonsovereign trade in the setting of an institutionally structured economy. In this book the core and several of its extensions are considered to be descriptions of the equilibrium allocations resulting from institutionalized barter processes, thereby providing a basis of an institutionally based economic theory. Traditionally finite economies have been assessed as the most natural represen tations of real life economies, in particular of market economies. Many funda mental insights have been developed. In the first half of the book I summarize the most influential and important results in the literature on finite economies regarding the relationship of the Walrasian model of a perfectly competitive market system and the Edgeworthian theory of individually based, pure barter processes. I use the axiomatic method as the main methodological framework according to which I construct my models.

Book excerpt: Private enterprises in advanced economies have been learning to use information and communication technology (ICT) to innovate and transform their processes, products, services and business models, significantly improving productivity and competitiveness. Moreover, the ICT industry itself has become a major source of job creation and a contributor to economic growth and business transformation. A key question today is whether and how developing countries can learn to benefit from the ICT revolution, and what roles the government and private sector can play. Already, a number of developing countries have been inspired by the example of India and China, and are now seeking to jump on the outsourcing bandwagon. Nevertheless, with few exceptions in the developing world, little attention has been paid by policymakers and practitioners to invest systematically and proactively in ICT-enabled growth, poverty reduction and grassroots innovation. Most communities and small and medium-sized enterprises in developing countries, for example, face multiple constraints to adopting and leveraging this general purpose technology, and lack the capabilities for maximizing its potential. In "Enabling Enterprise Transformation", Nagy Hanna draws on his rich experience of over 35 years at the World Bank and other aid agencies as a development strategist and ICT policy expert, the most current research, and best practices from around the world to provide practical tools for promoting economic and social transformation through ICT. He assesses various initiatives to develop and diffuse ICT, such as innovation funds, incubators, parks, public-private partnerships, and comprehensive promotion programs. He argues for the strategic options now open for developing countries to participate in ICT production, to deploy ICT to transform industries and services, and to leverage ICT as a new national infrastructure for improving the business environment and enhancing the competitiveness of the whole economy. The challenge for leaders in developing countries is to create such social and institutional dynamics for learning about ICT use and adaptation at many levels. Lessons gained so far from programs to build these social learning and innovation capabilities at the institutional and grassroots levels should be shared among developing countries, and a dialogue among business leaders, policymakers, development agencies, educational institutions, and the general citizenry must be advanced.
