Book excerpt: This collection brings together an interdisciplinary group of scholars exploring how development financing and interventions are being shaped by a wider and more complex platform of actors than usually considered in the existing literature. The contributors also trace a changing set of key relations and alliances in development – those between business and consumers; NGOs and celebrities; philanthropic organizations and the state; diaspora groups and transnational advocacy networks; ruling elites and productive capitalists; and between ‘new donors’ and developing country governments. Despite the diversity of these actors and alliances, several commonalities arise: they are often based on hybrid transnationalism and diffuse notions of development responsibility; rather than being new per se, they are newly being studied as engaging in practices that are now coming to be understood as ‘development’; and they are limited in their ability to act as agents of development by their lack of accountability or pro-poor commitment. The articles in this collection point to images and representations as increasingly important in development ‘branding’ and suggest fruitful new ground for critical development studies. This book was originally published as a special issue of Third World Quarterly.

Book excerpt: The Partnership for Growth (PfG) is one of the first experiments to operationalize the Obama administration’s strategy to bring greater programmatic coherence to U.S. trade and development initiatives in four countries—The Philippines, El Salvador, Ghana, and Tanzania. A key goal was to reinforce a country-led approach, but to also bring to the development table the considerably deeper pockets of non-aid actors, as well as what they are best at bringing—the jobs, training, new businesses, domestic supply chain, and market linkages that are the fundamental ingredients of any sustainable development strategy. This report argues that PfG began the paradigm shift toward a more coordinated and sustainable development strategy by highlighting the benefits of strategic coordination across agencies at the front end of an initiative. It also brought to light the difficulty of using development resources and tools to attract non-aid actors with what is still basically a government-to-government approach to development.

Diplomacy has to recognize that new types of threats will require new solutions and a new spirit of cooperation. This is a gradual process; traditional conflicts will continue to haunt the international system and traditional methods of diplomatic work still prevail. Based on forty years of experience in multilateral negotiations as former diplomat and international negotiator, the author has developed the concept of a New Diplomacy for Sustainable Development. The book develops the theoretical foundations of the concept and links it to the notion of enabling conditions, describing the close linkages between domestic policies and international negotiations. In conclusion, Kjellén comments on present negotiation processes and offers ideas for institutional reform of the international system.

In addition to conducting chapel activities on military installations and providing moral and spiritual support on the battlefield, they conduct memorial services for fallen soldiers, minister to survivors, offer counsel on everything from troubled marriages to military bureaucracy, and serve as families’ points of contact for wounded or deceased soldiers—all while risking the dangers of combat alongside their troops. In this thoughtful study, Anne C. Loveland examines the role of the army chaplain since World War II, revealing how the corps has evolved in the wake of cultural and religious upheaval in American society and momentous changes in U.S. strategic relations, warfare, and weaponry. From 1945 to the present, Loveland shows, army chaplains faced several crises that reshaped their roles over time. She chronicles the chaplains’ initiation of the Character Guidance program as a remedy for the soaring rate of venereal disease among soldiers in occupied Europe and Japan after World War II, as well as chaplains’ response to the challenge of increasing secularism and religious pluralism during the “culture wars” of the Vietnam Era.“Religious accommodation,” evangelism and proselytizing, public prayer, and “spiritual fitness”provoked heated controversy among chaplains as well as civilians in the ensuing decades. Then, early in the twenty-first century, chaplains themselves experienced two crisis situations: one the result of the Vietnam-era antichaplain critique, the other a consequence of increasing religious pluralism, secularization, and sectarianism within the Chaplain Corps, as well as in the army and the civilian religious community. By focusing on army chaplains’ evolving, sometimes conflict-ridden relations with military leaders and soldiers on the one hand and the civilian religious community on the other, Loveland reveals how religious trends over the past six decades have impacted the corps and, in turn, helped shape American military culture.
