Book excerpt: The Department of Defense (DOD) currently spends $8.2 billion dollars a year on military housing and housing allowances and yet there is no empirical model of the housing choices that military families make. This thesis creates a model of the housing choices of military families and then uses the model to predict the effects that changes in several policies would have on the housing decisions of military families. The changes in housing choices are then combined with current 1997 force structure data to predict both the monetary costs and benefits of each policy change. Data from the 1992 Surveys of Officer and Enlisted Personnel and their Spouses are weighted to reflect current force structure levels and are used with the multinomial logit technique of maximum likelihood estimation to develop a model that both gives insight into what factors influence military families' housing decisions as well as how policy changes would affect those housing choices. In particular, changes in policies pertaining to tour length, military pay, and closing costs are investigated. The results from the analyses can assist DOD leadership in making decisions that could save millions in housing costs each year.

The analyses and the survey data should be of interest to policy makers and analysts concerned with military housing programs, the support of active duty families, and the role of housing benefits in the compensation package. Readers interested only in the findings of the study should focus on the first two chapters. The other chapters will be of interest to readers interested in the analytic methods and detailed results.

The military uses a Housing Market Analysis (HMA) to determine rental housing availability around its installations. This thesis describes and analyzes the locational choices of military renters. This thesis examines 16 bases in the continental U.S. using military and census data. It is concluded that the locational preferences of military renters vary inversely with distance from their duty location and this needs to be accounted for when assessing the availability of military rental housing. The implications of military renter locational preferences are also examined for travel costs and locational specific housing allowances.

Available in PDF, EPUB and Kindle. Book excerpt: Questionnaires were administered by mail to a sample of 16,961 married military personnel and 13,625 spouses in the continental United States. The sample was designed to control for paygrade, urbanization level (rural, urban, or metropolitan) and type of housing occupied (government quarters, rented civilian housing, or personnally owned housing). Detailed information was obtained on housing style preferences, housing type preferences, potential impact of a fair market rental policy for government quarters, housing satisfaction, atttitude toward various proposed policy changes, career motivation, and perceived quality of life. A correlational model predicted that personal/situational factors, housing choice behavior, and housing attitudes would all be associated with perceived quality of life and career intention. The model's predictions were generally supported, except that housing choice behavior was unrelated to either variable. Both were related to housing attitudes and personal/situational factors with quality of life showing the stronger association with these variables (Military R's = .56 and .41, respectively). Book excerpt: The United States Military is faced with the decision of how to house it's military members and their families. The three options available to house these families are: 1) utilize existing on-base housing; 2) build new on-base housing; or, 3) compensate a military family monetarily to find housing off- base. This research focused on the development of a tool to all the decision maker in determining what combination of the three options is economically optimal for an individual Air Force Installation. The model developed incorporates the costs associated to the local area and conditions at the specific installation to determine the cost associated with each of the three housing options. Current Air Force Policy is to house military families Off-Base once all existing housing On-Base is occupied. Only if the local community can not meet the housing requirements of the Air Force Installation will funds be appropriated to build new housing. This current policy forces housing decisions to be made without the benefit of understanding the economically optimal combination. The model developed identifies this optimal combination to the user, as well as the savings to Installation if it is used. By changing the input into the model, any Air Force Installation could identify the economically optimal housing strategy. Performing sensitivity analysis on the variables used in the decision process will display the effect of any changes in the value of the input variables. Overall, the model provides a decision tool that can be used to make better informed decisions and can be easily manipulated to produce the economically optimal combination of housing for any Air Force Installation.
