This text is divided into 13 chapters and begins with an overview of the history, stigmatization processes, and social cohesion of the program. The succeeding chapters define the terms "income-tested and "non-income-tested, as well as the historical importance of the income-testing issue. The discussion then shifts to the development of both income-tested and non-income tested programs in the United States. These topics are followed by surveys of the income support system and the issues in the income-testing debate. The remaining chapters provide evidence that most Americans have too much income testing in the overall income maintenance system. These chapters also present a reform agenda designed to reduce the role of income testing. This book will be of value to social scientists, social welfare workers, and researchers.

Johnson, was one of the chief elements of that president's Great Society initiative. This book describes and assesses the major social science research effort that grew up with, and in part because of, these programs. Robert H. Haveman's objective is to illuminate the process by which social and political developments have an impact on the direction of progress in the social sciences. Haveman identifies the policy measures most closely tied to the War on Poverty and the Great Society and describes the nature of these policies and their growth from 1965 to 1980. He examines the extent and growth of resources devoted to the poverty-related research that accompanied these programs, and assesses the impact of the growth in this research commitment over the 1965-1980 period. Haveman's was the first full overview of recent poverty-related research and an overview of methodological developments in the social sciences in the post-1965 period which were stimulated by the antipoverty effort.

The proposed scheme has the advantage that no part of the poor population is omitted from eligibility for support sufficient to remove them from poverty. The concept of the simplified model is protection against poverty through income maintenance that is conditional upon fulfillment of forward-looking requirements such as workfare, training or job search. Further, the scheme considers methods whereby limited national resources can be managed by official policies that combine into a coherent, cost-effective package, an optimal mix of income guarantee levels and incentive effects.

The second confer ence, held in April 1980, focused on goals and realities of welfare reform. The objectives of the conference were threefold: (1) evaluation of the antipoverty effort so far; (2) discussion of welfare reform alternatives; and (3) prediction of how new initiatives would change work behavior and productivity. During the time this country has been engaged in a "war on poverty," two massive efforts to reform welfare, Richard M. Nixon's Family As sistance Plan (FAP) and Jimmy Carter's Program for Better Jobs and Income (PBJI), were proposed. Both defined national benefit levels and featured a negative income tax. Both measures were defeated in Congress. More modest efforts at reform have, however, changed the economic landscape. Because of the rapid growth in cash and in-kind transfer programs, income poverty is no longer the serious problem that it was in 1964. In fact, looking at the proliferation of programs and the substantial surge in participation rates, some politicians have even advocated a period of government retrenchment. In 1971, the governor of California vii viii INTRODUCTION proposed (and implemented) a major welfare reform in an attempt to stem the rapid growth of welfare caseloads that began in his state in 1967-68. He argued that savings from administrative improvements could be used to raise benefits for the "truly needy.
