He was the only survivor of his family of five. The rest of the book describes Antonescu's policies toward the Romanian and Ukrainian Jews under his rule. In the area which can be called the "death zone" (which included Bessarabia, Northern Bukovina, Dorohoi, and Transnistria), these policies were genocidal. In the rest of Romania, thousands of Jews were also killed, including 8,000 in the Iaşi pogrom in 1941. In all, 270,000 Romanian and Ukrainian Jews fell victim to Antonescu's regime. Pp. 92-97 contain a chronology of events between December 1937-August 1944. Pp. 98-128 contain statistical data on the Holocaust in the areas under Romanian control during World War II.

The first clearly antisemitic law enacted in Romania was the Law to Reexamine Citizenship of January 1938, which stripped thousands of Jews of their citizenship. The great upheavals of 1938-42, including the loss of territories in 1940, an attempted Legionnaire takover in January 1941, and Romania's entrance into the war in June 1941, brought about an escalation in antisemitic policies. These included a boycott of Jewish trade, seizure of Jewish property, dismissals of Jewish workers, forced labor, measures to Romanize the country's cultural and intellectual life, and outright plunder. The Iron Guard played a leading role in the economic destruction of Romanian Jewry, reinforced with terror. Antonescu tried not to lag behind the previous Iron Guard regime in expropriation policies. The genocidal acts of Antonescu's regime (e.g. the pogrom in Iaşi and murders in Bessarabia, Bukovina, Odessa, and Transnistria) were accompanied by expropriation of Jewish property, plunder, extortion of money by selling food and water at inflated prices in ghettos and camps, and exploitation of Jewish labor.

To create 'living space', Nazi Germany pursued two policies. The first was the systematic murder of millions of Jews, Slavs, Roma, and other groups that the Nazis found undesirable on racial, religious, ethnic, ideological, hereditary, or behavioral grounds. It also pursued a parallel, albeit smaller, program to mobilize supposedly Germanic residents of Eastern Europe and the Soviet Union - so-called Volksdeutsche or ethnic Germans - as the vanguard of German expansion. This study recovers the intersection of these two projects in Transnistria, a portion of southern Ukraine that, because of its numerous Volksdeutsche communities, became an epicenter of both Nazi Volksdeutsche policy and the Holocaust in conquered Soviet territory, ultimately asking why local residents, whom German authorities identified as Volksdeutsche, participated in the Holocaust with apparent enthusiasm.

The Romanians and other nations inside and outside the Balkans related differently to "their Jews" and "other Jews," that is, those living in districts annexed to Romania after the First World War and those in areas occupied and annexed to the Romanian military administration after the Soviet invasion in June 1941. The Jews of the Regat, the core Romanian principality, suffered pogroms, decrees, and degradation, but on the whole they survived the Holocaust. Although more Jews survived in Romania than in any other non-occupied country allied with Germany, contemporary Romanian sources show that the Antonescu regime and Romania itself killed at least 400,000 Jews, including 180,000 Ukranian Jews. Among Nazi Germany's allies, Romania contributed most to the extermination of the Jewish people. Jean Ancel (1940-2008) was a Romanian-born Israeli independent historian and a research associate of Yad Vashem's International Institute for Holocaust Research. In correcting this fallacy, Grant T. Harward shows that, of an estimated 300,000 Jews who perished in Romania and Romanian-occupied Ukraine, more than 64,000 were, in fact, killed by Romanian soldiers. Moreover, the Romanian Army conducted a brutal campaign in German-occupied Ukraine, resulting in the deaths of thousands of Soviet prisoners of war, partisans, and civilians. Investigating why Romanian soldiers fought and committed such atrocities, Harward argues that strong ideology—a cocktail of nationalism, religion, antisemitism, and anticommunism—undergirded their motivation. Romania's Holy War draws on official military records, wartime periodicals, soldiers' diaries and memoirs, subsequent war crimes investigations, and recent interviews with veterans to tell the full story. Harward integrates the Holocaust into the narrative of military operations to show that most soldiers fully supported the wartime dictator, General Ion Antonescu, and his regime's holy war against "Judeo-Bolshevism." The army perpetrated mass reprisals, targeting Jews in liberated Romanian territory; supported the deportation and concentration of Jews in camps or ghettos in Romanian-occupied Soviet territory; and played a key supporting role in SS efforts to exterminate Jews in German-occupied Soviet territory. Harward proves that Romania became Nazi Germany's most important ally in the war against the USSR because its soldiers were highly motivated, thus overturning much of what we thought we knew about this theater of war. Romania's Holy War provides the first complete history of why Romanian soldiers fought on the Eastern Front.

On this basis, the book constructs an innovative comparative research framework for reconceptualizing the history of the Legion "Archangel Michael" in Romania, 1927–1941. It contends that the Legion put forward a palingenetic political faith of a theological type, called Legionarism. To provide a comprehensive analysis of the origins, main features, mechanisms of institutionalization, and demise of this self-proclaimed salvific political faith, the book documents the palingenetic foundations of the Legionary faith, the syncretism between fascist and Christian rites and rituals, and the intricate relationship between the Legion and the Orthodox Church and its dogma. The book documents three main sacrificial strategies employed by the Legion to "re-evangelize" the people in the new faith: (1) the appropriation of the cult of the fallen soldiers; (2) terrorist missions meant to create fascist heroes through violent sacrifice; and (3) sanctification through heroic fight for Christianity in the Spanish Civil War, in an attempt to link Legionarism with the transnational crusade against "Judeo-Bolshevism." As well as providing a detailed historical and interpretive account of the Legion, the book makes a significant contribution to debates about defining fascism and its relation to religion. It also provides novel comparative perspectives for studying other attempts at constructing fascist faiths in interwar Europe, most notably in Fascist Italy and Nazi Germany but also in Central and Eastern Europe. The recollections of some four hundred returnees in Ukraine provide the basis for Jeffrey Veidlinger’s reappraisal of the traditional narrative of twentieth-century Jewish history. These elderly Yiddish speakers relate their memories of Jewish life in the prewar shtetl, their stories of survival during the Holocaust, and their experiences living as Jews under Communism. Despite Stalinist repressions, the Holocaust, and official antisemitism, their individual remembrances of family life, religious observance, education, and work testify to the survival of Jewish life in the shadow of the shtetl to this day.
