Book excerpt: We have developed a new measurement technique to improve the accuracy and sensitivity of the nondestructive assay (NDA) of plutonium scrap and waste. The 200-l drum assay system uses the classical NDA method of counting passive-neutron coincidences from plutonium but has added the new features of à̀dd-a-source ̀̀to improve the accuracy for matrix corrections and statistical techniques to improve the low-level detectability limits. The add-a-source technique introduces a small source of 252Cf (10−8 g) near the external surface of the sample drum. The drum perturbs the rate at which coincident neutrons from the 252Cf are counted. The perturbation provides the data to correct for the matrix and plutonium inside the drum. The errors introduced from matrix materials in 200-l drums have been reduced by an order of magnitude using the add-a-source technique. In addition, the add-a-source method can detect unexpected neutron-shielding material inside the drum that might hide the presence of special nuclear materials. The detectability limit of the new waste-drum assay system for plutonium is better than prior systems for actual waste materials. For the in-plant installation at a mixed-oxide fabrication facility, the detectability limit is 0.73 mg of {sup 24O}Pu (or 2.3 mg of high-burnup plutonium) for a 15-min. measurement. For a drum containing 100 kg of waste, this translates to about 7 nCi/g. This excellent sensitivity was achieved using a special low-background detector design, good overhead shielding, and statistical techniques in the software to selectively reduce the cosmic-ray neutron background.

Book excerpt: This paper describes an uncertainty analysis carried out in association with the use of neutron multiplicity counting to collect data, and assign a total plutonium mass. During 1997, the Los Alamos Safeguards Science and Technology Group carried out careful calorimetry and neutron multiplicity certification measurements on two 239Pu metal foils used as reference standards at the Idaho National Environmental Engineering Laboratory (INEEL). The foils were measured using a five ring neutron multiplicity counter designed for neutron measurement control activities. This multiplicity counter is well characterized, and the detector parameters were reaffirmed before the measurements were made using several well-known Los Alamos standards. Then, the 24°Pu effective mass of the foils was determined directly from the multiplicity analysis without a conventional calibration curve based on representative standards. Finally, the 24°Pu effective mass fraction and the total plutonium mass was calculated using gamma ray isotopics. Errors from statistical data collection, background subtraction, cosmic ray interaction, dead time corrections, calibration constants, sample geometry, and sample position were carefully estimated and propagated. The authors describe these error sources, the final calculated relative error in the foil assay, and the comparison with very accurate calorimetry measurements.

Book excerpt: A key objective of the Next Generation Safeguards Initiative (NGSI) is to evaluate and develop non-destructive assay (NDA) techniques to determine the elemental plutonium content in a commercial-grade nuclear spent fuel assembly (SFA) [1]. Within this framework, we investigate by simulation a novel analytical approach based on combined information from passive measurement of the total neutron count rate of a SFA and its multiplication determined by the active interrogation using an instrument based on a Differential Die-Away technique (DDA). We use detailed MCNPX simulations across an extensive set of SFA characteristics to establish the approach and demonstrate its robustness. It is predicted that Pu content can be determined by the proposed method to a few %.
