The comandantes continue to act as an armed vanguard against their people and their neighbors. But Central America's democracies will not be intimidated. They are insisting on a negotiated solution that will satisfy the interests of all the countries of Central America and of the hemisphere. We must also affirm that threats to democracy and regional security are not confined to Central America. Those countries which have consistently pur sued the principles of democracy, and those which have recently returned to them, have an obligation to hasten a democratic transition in all the remain ing nondemocratic nations of the hemisphere. In our recent relations with Chile, for example, we have made absolutely clear our strong support for a prompt and successful return to democratic government. We also have an obligation to offer our moral, political, and material support to those peoples already struggling to implant true democracies in their coun tries. I particularly have in mind the heroic efforts of the Haitian people and their leaders to overcome generations of tyranny and build democracy virtually from the ground up. I want to commend the Secretary General for his initiative on Haiti. The United States is prepared to support it. They should have diplomatic relations with all of the parties that come to the table. And it should be clear that the right of any party to remove itself from the con ference or the negotiations is there if such rules or understandings are not observed. Now there recently has been progress toward such a negotiating for mat, which would offer serious prospects of reaching an agreement between the parties on peace. So as far as we are concerned, we have to, as I said, look this over carefully, skeptically, but look it over. It may be that there is a genuine opportunity to bring about direct talks. If so, we have all been striving for that. I might say, all across the spectrum of Israeli politics, there is a desire to have direct talks. Everybody is in favor of that. Once direct talks have been achieved, an important psychological obstacle would have been overcome, irrespective of the results. We have to insist that there is no predetermined result or plan, so each party can advocate its preferred approach, includ ing the approach that is represented in the Camp David accords. As far as the Soviets are concerned, it's impossible to know whether they want to be spoilers or whether they want to be constructive. I must say they couldn't do a lot worse than they're doing now - encouraging the plo and the radicals to reunite. So we'll have to see about that. The two books were prepared at the request of former Deputy Secretary of Defense William P. Clements, Jr. Some of the early research and drafts of a few chapters are the contribution of Wilber W Hoare, Jr., and Ernest H. Giusti, former JCS historians who helped initiate the project. Davis carried forward the research and writing to completion over a period of many years and is entitled to the fullest credit for production of the final text and documentation. This history of Washington's role in shaping prisoner of war policy during the Vietnam War reveals the difficult, often emotional, and vexing nature of a problem that engaged the attention of the highest officials of the U.S. government, including the president. It examines frictions and disagreements between the State and Defense Departments and within Defense itself as a sometimes conflicted organization struggled to cope with an imposing array of policy issues: efforts to ameliorate the brutal conditions to which the American captives were subjected; relations with families of prisoners in captivity; the proper mix of quiet diplomacy and aggressive publicity; and planning for the prisoners' return. At a pivotal juncture the Department of Defense exerted a major influence on overall policy through its insistence in 1969 that the government "Go Public" with information about the plight of prisoners held by the North Vietnamese and the Viet Cong. There is evidence that this powerful campaign contributed to the gradual improvement in the treatment of the prisoners and to their safe return in 1973. The detailed account of negotiations with the North Vietnamese for the withdrawal of American forces from South Vietnam makes clear how important in all U.S. calculations was securing the release of the prisoners.
