Book excerpt: The Cold War period witnessed competition from political, economic, ideological, diplomatic, military and social dimensions between the United States of America (USA), and the then Union of Soviet Socialist Republics (USSR). In the superpower rivalries, India and Africa were adversely affected in many ways. The situation did not change for the better in the post-Cold War period, which has witnessed the domination of the world by the US and its allies, the Group of Eight (G-8) industrialised countries. This domination has been characterised by the process of Americanization of the worlds, otherwise termed globalisation, in virtually all spheres of life. USA, India, Africa During and After the Cold War demonstrates that both the United States and The Soviet Union used African States, India and other Third World countries for their own geopolitical considerations; that the foreign policy and foreign relations of the US were meant to subject Africa and India to the dictates of US imperialism. The book assesses the impact of the Cold War and the post-Cold War order on Africa, India and the entire world and argues that the Non Aligned Movement is still relevant to the Third World countries despite the demise of the Cold War. The book analyses issues from the African point of view as opposed to hitherto Western view points but provides a balanced appreciation of the complex forces that shape foreign policies and foreign relations globally. Book excerpt: A critical examination of the history of US-Palestinian relations The United States has invested billions of dollars and countless diplomatic hours in the pursuit of Israeli-Palestinian peace and a two-state solution. Yet American attempts to broker an end to the conflict have repeatedly come up short. At the center of these failures lay two critical factors: Israeli power and Palestinian politics. While both Israelis and Palestinians undoubtedly share much of the blame, one also cannot escape the role of the United States, as the sole mediator in the process, in these repeated failures. American peacemaking efforts ultimately ran aground as a result of Washington’s unwillingness to confront Israel’s ever-deepening occupation or to come to grips with the realities of internal Palestinian politics. In particular, the book looks at the interplay between the U.S.-led peace process and internal Palestinian politics—namely, how a badly flawed peace process helped to weaken Palestinian leaders and institutions and how an increasingly dysfunctional Palestinian leadership, in turn, hindered prospects for a diplomatic resolution. Thus, while the peace process was not necessarily doomed to fail, Washington’s management of the process, with its built-in blind spot to Israeli power and Palestinian politics, made failure far more likely than a negotiated breakthrough. Shaped by the pressures of American domestic politics and the special relationship with Israel, Washington’s distinctive “blind spot” to Israeli power and Palestinian politics has deep historical roots, dating back to the 1917 Balfour Declaration and the British Mandate. The size of the blind spot has varied over the years and from one administration to another, but it is always present.

Book excerpt: Combining rigorous academic scholarship with the experience of a senior Pentagon policymaker, Mara E. Karlin explores the key national security issue of our time: how to effectively build partner militaries. Given the complex and complicated global security environment, declining U.S. defense budgets, and an increasingly connected (and often unstable) world, the United States has an ever-deepening interest in strengthening fragile states. Particularly since World War II, it has often chosen to do so by strengthening partner militaries. It will continue to do so, Karlin predicts, given U.S. sensitivity to casualties, a constrained fiscal environment, the nature of modern nationalism, increasing transnational security threats, the proliferation of fragile states, and limits on U.S. public support for military interventions. However, its record of success is thin. While most analyses of these programs focus on training and equipment, Building Militaries in Fragile States argues that this approach is misguided. Instead, given the nature of a fragile state, Karlin homes in on the outsized roles played by two key actors: the U.S. military and unhelpful external actors. With a rich comparative case-study approach that spans Europe, Asia, and the Middle East, Karlin unearths provocative findings that suggest the traditional way of working with foreign militaries needs to be rethought. Benefiting from the practical eye of an experienced national security official, her results-based exploration suggests new and meaningful findings for building partner militaries in fragile states.

After the Second World War in Asia, the victorious Allies placed around 5,700 Japanese on trial for war crimes. Ostensibly crafted to bring perpetrators to justice, the trials intersected in complex ways with the great issues of the day. They were meant to finish off the business of World War Two and to consolidate United States hegemony over Japan in the Pacific, but they lost impetus as Japan morphed into an ally of the West in the Cold War. Embattled colonial powers used the trials to bolster their authority against nationalist revolutionaries, but they found the principles of international humanitarian law were sharply at odds with the inequalities embodied in colonialism. Within nationalist movements, local enmities often overshadowed the reckoning with Japan. And hovering over the trials was the critical question: just what was justice for the Japanese in a world where all sides had committed atrocities?
