Available in PDF, EPUB and Kindle. Book excerpt: We are here today to testify on the Department of Energy's (DOE) management of the Spallation Neutron Source Project (project). This billion-dollar complex, to be built in Oak Ridge, Tennessee, is designed to be the world's most powerful accelerator-based facility. Experiments conducted at the facility are expected to lead to the production of new materials for use in applications ranging from aircraft and automobiles to drugs and computer hard drives. The project represents the largest interlaboratory collaboration ever attempted, bringing together the work of five national laboratories. In summary, Mr. Chairman, the project is not currently in trouble, but warning signs in three key areas raise concerns about whether it will be completed on time and within budget. First, DOE has not assembled a complete team with the technical skills and experience needed to properly manage the project. A permanent project director was just hired last week, 5 months after the Congress approved the start of construction and over a year after the project's design was approved. Other important positions remain unfilled, including those of a technical director and an operations manager. Second, cost and schedule estimates for the project have not been fully developed. Furthermore, the project's contingency allowances for unforeseen costs and delays are too low for a project of this size and scope, according to project managers and DOE. Finally, DOE's approach to managing the project requires an unprecedented level of collaboration among five different laboratories, managed through DOE's complex organizational structure. Coupled with DOE's history of not successfully completing large projects on time and within budget, these warning signs make the Spallation Neutron Source project a significant management challenge for DOE and suggest a need for continued close oversight.

Less common is the collaborative development or operation of accelerators. A current example of the latter is the Spallation Neutron Source (SNS). The SNS project was conceived as a collaborative effort between six DOE facilities. In the SNS case, the control system was also developed collaboratively. The SNS project has now moved beyond the collaborative development phase and into the phase where Oak Ridge National Lab (ORNL) is integrating contributions from collaborating ''partner labs'' and is beginning accelerator operations. In this paper, the author reflects on the benefits and drawbacks of the collaborative development of an accelerator control system as implemented for the SNS project from the perspective of a partner lab.

It allows for switching between the two ion sources within less than an hour. The high-current H- beam is transported and injected into the RFQ. A transverse electric chopper at the entrance of the RFQ chops ≈300 ns beam every ≈1 [mu]s. Beam envelope calculations show that the new LEBT is robust because it is capable of perfectly matching the beam into the RFQ for broad ranges of the parameters describing the input beam. Physics design of the individual elements of this new LEBT is also presented.

Current expectation is for a construction start in FY 1998, with commencement of operations in 2004. For this project, ORNL has entered into a collaborative arrangement with LBNL, BNL, LANL (and most recently ANL). The conceptual design study is now well underway, building on the strong base of the extensive work already performed by various Laboratories, as well as input from the user community (from special BESAC subpanels). Study progress, including accelerator configuration and plans for resolution of critical issues, is reported in this paper.

The SNS includes a 300-m long, 1 GeV, 2 MW, linear accelerator that produces neutrons by collisions of high-energy protons with mercury target nuclei. The mercury target atoms are in a circulating mercury loop that is water-cooled. The mercury loop operates at a nominal average temperature of 75 C (60 C nominal cold leg temperature and 90 C nominal hot leg temperature). The overall target system also includes circulating fluid systems for supercritical cryogenic hydrogen (to moderate product neutrons to low energy), heavy water (for cooling of shielding), and several light water systems (for shielding cooling, proton beam window and neutron beam window cooling, and to moderate neutrons to energies higher than those from the cryogenic hydrogen moderator).
