The primary purpose of Volume VII is to describe record series pertaining to employee occupational exposure and health at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of occupational exposure monitoring and health practices at Rocky Flats, and identifies organizations contributing to occupational exposure monitoring and health policies and activities. Other topics include the scope and arrangement of the guide and the organization to contact for access to these records. Comprehensive introductory and background information is available in Volume 1. Other volumes in the guide pertain to administrative and general subjects, facilities and equipment, production and materials handling, environmental and workplace monitoring, and waste management. Book excerpt: The Department of Energy has prepared this Formal Transition Plan to apprise the Congress about proposed plans for changing the mission of the Rocky Flats Plant from nuclear -weapons manufacture to environmental cleanup. Located near Denver, Colorado ,this plant manufactured nuclear and nonnuclear components for nuclear weapons. Built in the early 1950s, the Rocky Flats Plant is a 384-acre complex containing 436 buildings and facilities, of which 150 are permanent buildings. The plant currently employs about 8300 people and generates an additional 19,000 jobs in the region. It is located in a populated area, with some 2 million people living within 50 miles. The proposed change in mission stems from recent changes in global politics and the defense needs of the United States; the change is also related to a focused effort, initiated by the Secretary of Energy, to reshape nuclear -weapons production into a more cost effective program. The options identified for this reshaping include shutting down the Rocky Flats Plant as soon as its functions are transferred to another site. However, final decisions about Rocky Flats must await the completion of an environmental assessment and a Programmatic Environmental Impact Statement for the Reconfiguration of the nuclear -weapons complex.
