This book analyses the process of bureaucratic reform in the irrigation sector. Using Irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy’s ability to sustain its power and prominence in the sector’s development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector, rather than attempting to change the bureaucracy's functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy's everyday practice more effectively with farmers’ needs and aspirations. Reform efforts of the past decades show that Indonesia’s irrigation sector development cannot be redirected without the irrigation bureaucracy’s knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

The book deals explicitly with the federal government of the United States. Certain aspects of the theory could be applied to other large organizations or to other governments and times, but these are separate task. The book is organized into three parts. Part I is based on a literature survey that roams widely through economics, political science, sociology, public administration, and various related bodies of knowledge. Although much of this was unfamiliar terrain for an economist, the route was defined by the objective of identifying the conditions predisposing to failure. Part II contains 11 brief case studies that are based on reports by the United States General Accounting Office. Relying on this source permitted coverage of a broad selection of the nonmilitary activities of the government. Part III reexamines the hypotheses developed from the literature in the light of the cases and other studies of implementation. The final chapter consists of the author’s reflections on the implications of bureaucratic failure.

This book provides the first comprehensive portrait of rules in public organizations and seeks to find the balance between rules that create red tape and rules that help public organizations function effectively, what the author calls “green tape.” Drawing on a decade of original research and interdisciplinary scholarship, Leisha DeHart-Davis builds a framework of three perspectives on rules: the organizational perspective, which sees rules as a tool for achieving managerial goals and organizational functions; the individual perspective, which examines how rule design and implementation affect employees; and the behavioral perspective, which explores human responses to the intersection of the first two perspectives. The book then considers the effectiveness of rules, applying these perspectives to a case study of employee grievance policies in North Carolina local government. In The Demon of Writing, Ben Kafka offers a critical history and theory of one of the most ubiquitous, least understood forms of media: paperwork. States rely on records to tax and spend, protect and serve, discipline and punish. But time and again, this paperwork proves to be unreliable. Examining episodes that range from the story of a clerk who lost his job and then his mind in the French Revolution to an account of Roland Barthes's brief stint as a university administrator, Kafka reveals the powers, the failures, and even the pleasures of paperwork. Many of its complexities, he argues, have been obscured by the comic-paranoid style that characterizes much of our criticism of bureaucracy. Kafka proposes a new theory of what Karl Marx called the “bureaucratic medium.” Moving from Marx to Freud, he argues that this theory of paperwork must include both a theory of praxis and of parapraxis.
