The involvement of up to 20 different parties and the various interests that occur might else be found only in the complexity of the 30 Years’ War of 17 th century Europe. Indeed many parallels exist between these two wars except maybe the fact that the former one can be regarded as war of state-building while the war in the DRC can be regarded as a state-collapsing war (van Crefeld 1999: 223-251). Due to the number of African countries involved, the estimated loss of 2,000,000 lives (Tshiyembé 2003), the complex role of economy, and the mere size of the country, it seems sad but true that ‘peace on the African continent cannot become a reality until there is peace in the DRC’ (Guéhenno 2002: 78). When considering such a conflict it is crucial to analyze the root causes of the conflict, even if they lie in the past, because these are necessary for understanding and addressing the conflict. Therefore a large part of this report will deal with historic, economic and systemic analysis.

Book excerpt: The economic dimension of conflicts has enjoyed increasing attention in research dealing with the dynamics of contemporary conflict. The nexus between natural resources, economics and conflict has played a defining role in a number of Africa's most intractable conflicts during the 1990s and early 2000s. The underlying assumption of this study is that the economic dimension of conflict can be hugely informative in terms of an understanding as to why peace agreements fail and in that sense can contribute to the resolution of conflicts if taken into account during the formulation of peace agreements. This study explores the ways in which conflict theory has dealt with the conflict-economics nexus, analyzing the extent to which theory illuminates the conflict reality in the Democratic Republic of Congo (DRC) during the period August 1998 to August 2004. It determines to what degree peace agreements in the DRC have taken the economic dimension and insights gained from the academic exploration of this topic into account during the negotiation and formulation of these agreements. In conclusion the study proposes a number of recommendations in terms of the peace process in the DRC with possible wider application for other peace agreements.

Drawing from more than 330 interviews and a year and a half of field research, it develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003-2006). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.

Historically, these resources have been exploited by predatory leaders and a host of subregional actors. The time is now ripe for DRC to put years of war and economic underdevelopment behind it. The business community has an important part to play in promoting sustainable peace in the DRC. Business communities in Bukavu and Lubumbashi have managed to remain profitable in very trying years following the signing of the 1999 Lusaka peace accord by showing great resilience and versatility, primarily outside formal channels. Congolese businesses face serious obstacles, including poor infrastructure, high taxes, extortion, and market distortions. However, respondents expressed relatively little concern about insecurity and violence, suggesting that these costs have been internalized or that other obstacles impose much greater costs. DRC businesses neither want nor expect handouts. Respondents would prefer assistance in removing barriers to trade, improving infrastructure, and reducing corruption. Respondents are broadly optimistic about the future and their economic prospects, and have a strong sense of being stakeholders in shaping society. This bodes well for the future of the DRC, provided public policy can harness this energy and not impede it.

Since the colonial era, the country has seen more bloodshed than peace and development. From 1996 to 2003, Congo experienced the worst conflict since World War II, with over six million people dead. Despite having the largest United Nations peacekeeping troops present; Congo continues to be plagued by violence. This research thesis argues that the international community failed to promote a lasting peace in Congo because the international community0́9s peacebuilding method ignored local struggles. Local struggles have been one of the main factors perpetuating violence and instability within Congo. In 2009, a local dispute over land escalated in Dongo, a small city in the Equateur province of Congo. Starting as a small scale conflict, the local dispute erupted into a large scale conflict, threatening national security. The conflict resulted in over 2,000 civilian deaths and over 150,000 displaced persons. Using Dongo as a case study, the research thesis illustrates the importance of local struggles and how small scale conflicts can evolve to a large scale conflict. This research aims to expand the understanding of local struggles and their negative impacts on peace in Congo.

I do believe that in desperate situation of conflict and post conflict all people tend to behave the same way. This is part of our being humans. Therefore, aid effectiveness is the best help developed countries should provide to poor countries in order to meet the millennium development goals and have a better world.
