Book excerpt: The Defense Acquisition Workforce Improvement Act (DAWIA), Public Law 101-510, Title 10 U.S.C. was enacted to improve the effectiveness of the personnel who manage and implement defense acquisition programs. As part of the fiscal year 1991 Defense Authorization Act, it called for establishing an Acquisition Corps and professionalizing the acquisition workforce through education, training, and work experience. While the Act applied to both civilian and military personnel, it emphasized the need to offer civilians greater opportunities for professional development and advancement. This study examines the state of defense acquisition workforce management five years after the law was enacted. The authors will not provide a comprehensive review of DAWIA implementation throughout the entire Department of Defense (DoD), but will instead focus on selected areas. They look across military departments and defense agencies to compare and contrast their policies and procedures regarding how they manage their acquisition workforce. The primary focus is on issues pertaining to civilians, since they make up the majority of the defense acquisition workforce and are a special emphasis area in DAWIA. The authors found that much progress has been made over the past five years, and that the DoD Components have achieved significant gains in improving the quality of their acquisition workforce. But more remains to be done. Their analysis shows that two main areas need improvement: diversity of policies and practices, and disparity between civilian and military opportunities. This paper provides data to support these two findings and offers some strategies to overcome them.

The public and Congress have seriously questioned the Department of Defense's (DOD) ability to effectively manage its acquisition programs. On November 5, 1990, the Defense Acquisition Workforce Improvement Act (10U.S.C. 1701) was enacted to professionalize DOD's acquisition work force. The act establishes experience, training, education, and other qualification requirements for these employees. These requirements and other provisions are to take effect over a 3-year period, with some in effect beginning October 1, 1991. The act permits DOD officials to waive specific qualification requirements pertaining to program managers and other acquisition personnel. It also requires that, through 1998, we annually review and report on DOD's compliance with the act's waiver provisions. This is our first report required by the act. In addition, as requested by the House Armed Services Committee, we identify difficulties facing DOD as it implements the act.

The function of the DEST was to assist COMNAVAIR in assessing and controlling the overall impact of DAWIA on the uniformed Naval Aviation Community. 1 RADM W.L. Vincent, RADM(s) L.G. Elberfeld and RADM(s) W.J. Tinston were tasked to co-chair the team and I was tasked to act as Executive Recorder. I devoted the next five weeks almost full time to the effort before being transferred to the Industrial College of The Armed Forces in August of 1990. Capt Bill Belden was nominated as my relief to complete the study.

As a part of the FY 1991 National Defense Authorization Act, the DAWIA requires the DoD to establish and manage career development through establishment of education and training standards, requirements, and courses for the DoD civilian and military acquisition workforce. Defense acquisition leadership in general recognizes that cross-organizational collaboration and disciplined communication are pivotal to successful program acquisition. However, they have not yet completely grasped the control and management of defense industry establishments and activities. The DoD and defense industry are yet to recognize how much they know and don't know each other. This thesis evaluates the Defense Acquisition Workforce Improvement Act (DAWIA) principle, investigates the adaptation of DAWIA concept to defense industry establishment, and provides recommendations to the defense acquisition community.

Buying services is fundamentally different than buying weapon systems, yet most acquisition regulations, policies, processes, and training remain structured for acquiring weapon systems. Over the last decade, reports from GAO, DOD, and Congress have raised issues about services acquisitions and have also highlighted the importance of acquisition training.GAO previously reported on the training provided to the acquisition workforce as defined by the Defense Acquisition Workforce Improvement Act (DAWIA). This report addresses personnel working on services acquisitions who were outside the DAWIA acquisition workforce-termed non-DAWIA personnel with acquisition-related responsibilities-and the extent to which (1) DOD knows the composition of this population, (2) this population is taking acquisition training, and (3) DOD has implemented past recommendations related to this population.To complete this work, GAO reviewed a nongeneralizable sample of 29 service contracts, relevant policies, and recommendations from previous reports and met with key DOD officials. "

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.
