Book excerpt: Uncertain Allies looks at the U.S. military’s experience in the China-Burma-India (CBI) theater during World War II through the eyes of Joseph Stilwell, the commanding general of all American forces in those three countries. Accomplished historian Eric Setzekorn, focuses on two key themes: uncertain allies and ambiguous missions. Despite being allies, relationships between the Americans and Chinese, as well as the Americans and the British, were marked by a profound lack of trust in the CBI theater. This was particularly problematic because most combat personnel under Stilwell’s command were Chinese. As a result, the lack of trust directly impacted tactical and operational planning. The second reoccurring theme, ambiguous missions, refers to the poorly defined goals for the theater. The CBI’s mission was vague, and Stilwell lacked clear objectives or benchmarks of success. Underlying both themes is the key flaw in Stilwell’s conduct in the CBI theater: a failure to understand the American political context in which he operated. Stilwell advocated for a transactional military and political relationship despite clear indications that President Roosevelt, other political leaders, and the American public at large desired a long-term cooperative relationship. In this context of deep and widespread public support for forging a close and lasting alliance with China, Stilwell’s proposals to make military aid and American support on a quid pro quo basis was an isolated position that inevitably ran into staunch opposition. The result was a dangerous disconnect between American military operations and national policy. Setzekorn, who is fluent in Chinese, relied on a wide variety of sources when writing this penetrating account of the U.S. military’s time in the CBI theater, including Chinese and Japanese language archival material. The declassification of numerous U.S. government sources over the past fifteen years also enables Setzekorn to make a full assessment and analysis of World War II-era strategic thinking and military policy.

Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. General characteristics of light infantry forces are identified, and an analysis of how light forces operate tactically and how they are supported is presented. In the process, the relationship of the light infantry ethic to its organization is evaluated, and the differences between light infantry and conventional infantry is illuminated. For the purpose of this study, the term conventional infantry refers to modern-day motorized and mechanized infantry and to the large dismounted infantry forces typical of the standard infantry divisions of World War II, the Korean War, and the Vietnam War. The study concludes that light infantry is unique and distinct. A light infantry ethic exits and manifests itself in a distinctive tactical style, in a special attitude toward the environment, in a freedom from dependence on fixed lines of communication, and in a strong propensity for self-reliance. The study is based on a historical analysis of 4 light infantry forces employed during and since World War II: The Chindits, in the 1944 Burma campaign against the Japanese; The Chinese communist Forces during the Korean War; British operations in Malaya and Borneo 1948-66; and the First Special Service Force in the mountains of Italy 1942-44. -- p. Prior to that war, although many military commanders and theorists had throughout history shown an aptitude for devising maxims concerning esprit de corps, fighting spirit, morale, and the like, military organizations had rarely sought either to understand or to promote combat motivation. For example, an officer who graduated from the Royal Military College (Sandhurst) at the end of the nineteenth century later commented that the art of leadership was utterly neglected (Charlton 1931, p. 48), while General Wavell recalled that during his course at the British Staff College at Camberley (1909-1 0) insufficient stress was laid "on the factor of morale, or how to induce it and maintain it'' (quoted in Connell1964, p. 63). The First World War forced commanders and staffs to take account of psychological factors and to anticipate wideJy varied responses to the combat environment because, unlike most previous wars, it was not fought by relatively small and homogeneous armies of regulars and trained reservists. The mobilization by the belligerents of about 65 million men (many of whom were enrolled under duress), the evidence of fairly widespread psychiatric breakdown, and the postwar disillusion (- xiii xiv PREFACE emplified in books like C. E. Montague's Disenchantment, published in 1922) all tended to dispel assumptions and to provoke questions about mo tivation and morale.
