Book excerpt: Excerpt from The Decline of Landowning Farmers in England During the twenty years from 1880 to 1900 a significant de cline in the percentage of landowning farmers took place in the United States. The facts of this decline are easily obtained 1 the causes, however, are not so readily formulated. To analyze the forces which are tending to bring about a change in the organiza tion of industrial society, and to observe with sufficient care the laws and customs and other conditions which retard or accelerate the operation of these forces, is a most difficult task. This work is facilitated, however, by studying similar conditions in other countries. Some countries having passed through more stages of economic development than others, it is possible to compare present conditions in a new country with the past of an older coun try, and thus bring some light to bear upon present day problems. England offers excellent advantages to the student of histor ical and comparative agriculture. English agriculture has, per haps, passed through more stages of economic development than that of any other country. Increasing intercourse with the out side world, and the accompanying changes in the organization of industrial society, have made it necessary for the English farmers of each succeeding generation to adapt themselves to new condi tions. These economic changes have had a marked influence upon the relation of the farmers to the land which they cultivate. Two hundred years ago landownership on the part of farmers was common in England; but today it is rare. It has been attempted in this paper to bring together as much evidence as possible upon the conditions and forces which have resulted in this decline in the number of landowning farmers in England. Book excerpt: Excerpt from The British Farmer and His Competitors It has frequently been contended that a vast area of land in this country could not be farmed at a profit if held rent-free but a good deal of exaggeration has been indulged in upon this point. That it is true in the case of some poor, heavy land, expensive to work, not well suited for live stock, and burdened with a heavy tithe rent-charge, may be admitted. The area of such land, however, is very small. If a return were made of farms in Great Britain which have been offered rent-free and refused, I believe it would show a number ridiculously small. Certainly, the acreage of land out of cultivation is quite insig nificant. The Agricultural Returns for 1887 showed that the area of arable land in England and Wales unoccupied by either landlord or tenant was only acres, as compared with acres in 1881. It is true that these figures do not prove that the land farmed by landlords IS farmed at a profit; but they do prove that there is very little land in the country which no one would farm if rent free. In recent decades, however, poor landless workers have mounted a major challenge to this state of affairs. A broad grassroots social movement led by the Movement of Landless Rural Workers (MST) has mobilized hundreds of thousands of families to pressure authorities for land reform through mass protest. This book explores the evolution of the landless movement from its birth during the twilight years of Brazil&’s military dictatorship through the first government of Luiz In&ácio Lula da Silva. It uses this case to test a number of major theoretical perspectives on social movements and engages in a critical dialogue with both contemporary political opportunity theory and Mancur Olson&’s classic economic theory of collective action. Ondetti seeks to explain the major moments of change in the landless movement's growth trajectory: its initial emergence in the late 1970s and early 80s, its rapid takeoff in the mid-1990s, its acute but ultimately temporary crisis in the early 2000s, and its resurgence during Lula's first term in office. He finds strong support for the influential, but much-criticized political opportunity perspective. At the same time, however, he underscores some of the problems with how political opportunity has been conceptualized in the past. The book also seeks to shed light on the anomalous fact that the landless movement continued to expand in the decade following the restoration of Brazilian democracy in 1985 despite the general trend toward social-movement decline. His argument, which highlights the unusual structure of incentives involved in the struggle for land in Brazil, casts doubt on a key assumption underlying Olson's theory.
