Book excerpt: The study aims to establish the causes of coffee production decline in Kenya by studying the decision making environment of the smallholder coffee farmer. The study was conducted in the Taita Hills, where coffee production has declined to the point of cessation and in Murang'a County, a major coffee producing zone in Kenya, where a declining trend in production is currently being observed. The study seeks to establish what role coffee will play in a new production context whereby the decision to farm coffee is not directly state controlled but solely rests with the smallholder farmers. Using a mixed method approach, the study establishes that there is an inherent difference in the way coffee is regarded by two generations of farmers (above 60 years and below 30 years), whereas the older generation considers it to be a prestigious crop to cultivate and find identity in, the younger generation considers coffee cultivation to be economic slavery due to losses incurred in its cultivation. In addition, there has been a degradation of the support-systems for the smallholder farmers such as the coffee cooperative societies which are not fulfilling their mandated roles, such as input supplies and affordable credit services. In the two study areas, it was found that there are competing and alternative livelihoods which the farmers find to be more profitable than coffee farming which they engage in , although coffee is still produced, the care given to the coffee plot is dependent on income from other economic activities on the farm. In conclusion, the study finds that the importance of coffee in the smallholder coffee farmer household has diminished. Its production is mainly done as a form of loyalty to the early years of coffee production when the farmers earned a profit from its cultivation. It is concluded that for coffee cultivation to continue, it is necessary to engage in other alternative on-farm and off farm economic activities in order to fund coffee production.

Book excerpt: The coffee crisis began with the collapse of the International Coffee Agreement which ended the quotas, consequently flooding the market. A cash crop could be an anvil upon which a society transforms itself from one form of social-economic mode of existence to another. By extension, the profile of the development of the crop, as it becomes acculturated into the receiving society can be emblematic of the mutation of the same society. The subject under study analyses the effects of the 'coffee crisis' since the late 1980s. Such a study should be cognizant of the cyclic nature of primary commodity production, strongly tied to the international marketing mechanism beyond their control. Through a crisis we may observe reactions of the stakeholders and search for indicators of social change. The fifteen year old coffee crisis is a spectrum through which we may perceive the social- economic shift that may have been triggered by the sharp fall in prices. This, we believe is better studied through analyzing the strategies of the stakeholders in the industry: the reactions of the farmers, the steps taken by women, hence the transformation of gendered relationships and attendant conflicts, intergenerational sensibility of the crisis and the strategies of actors in the chain.

Market mechanisms have increasingly been employed in an attempt to overcome the problem of underdevelopment such as low growth and poverty; however the implementation of market centred policies has raised other problems such as institutional mechanisms and the quality of governance within the institutions designed to implement the market oriented policies. This thesis attempts to throw some light on these problems by investigating the case of liberalisation in the Kenyan coffee industry. The thesis concentrates on the question of the extent to which the liberalisation program sponsored by the International Monetary Fund (IMF) and the Government of Kenya (GOK) has been effective in creating an efficiently functioning market within the coffee sector in particular and the Kenyan macro-economy in general. The research finds that on the whole the liberalisation program targeted at the coffee sector has failed to take into account the institutional conditions and the extent of state centred features like rent seeking and centralised decision makings powers within the coffee sector prior to implementing the liberalisation program. The resulting market arrangement has therefore adversely affected the program intended recipients, particularly at the level of cooperative institution where the interests of the small-scale farmers are represented. The thesis will elaborate more on this and relate its findings to the macro-economic view of Kenya. The conclusion shows that in order for the Kenyan economy to break free from the problems of underdevelopment and to generate sustainable rates of growth, more attention must be given to improving the quality of governance and to developing a credible set of institutions to support and execute market-friendly economic policies.
