It marked a discontinuity with erudition and antiquarianism, and interacted critically with universal history. By comparing and linking the histories of individual peoples within a common historical process, this genre enriched the reflection on civilisation that emerged during the long eighteenth century. Those who looked to the past wanted to understand the political constitutions and manners most appropriate to commerce, and grasp the recurring mechanisms underlying economic development. In this sense, histories of trade constituted a declination of eighteenth-century political economy, and thus became an invaluable analytical and practical tool for a galaxy of academic scholars, journalists, lawyers, administrators, diplomats and government ministers whose ambition was to reform the political, social and economic structure of their nations. Moreover, thanks to these investigations, a lucid awareness of historical temporality and, more particularly, the irrepressible precariousness of economic hegemonies, developed. However, as a field of tension in which multiple and even divergent intellectual sensibilities met, this literary genre also found space for critical assessments that focused on the ambivalence and dangers of commercial civilisation. Examining the complex relationship between the production of wealth and civilisation, this book provides unique insights for scholars of political economy, intellectual history and economic history.

Endangered Neutrality follows the actions of William Plowman (1660-?), who sparked the dispute, and those of two of the main characters of the story, Iacopo Giraldi (1663-1738), Tuscan ambassador to England, and Lambert Blackwell (d.1727), English envoy to Tuscany. Through these privileged points of view, the reader is plunged into the highest levels of European politics and diplomacy of the period. This book offers a radically new approach to the study of Tuscan history, particularly in relation to the reign of Cosimo III de’ Medici. It underlines the weakness of the concept of the ‘small state’, showing how Tuscany managed openly to confront a much more powerful country such as England. Tuscany built a ‘system of neutrality’ which, leveraging the economic importance of the Mediterranean trade routes and of the port of Livorno, allowed the Grand Duchy to preserve its independence. Analysis of the case also offers a unique perspective on the functioning of the Tuscan and English diplomatic corps, assessing the impact of the Glorious Revolution on English diplomatic capabilities. Special attention is devoted to the importance of symbolism in diplomatic practice and to the role of trade and public opinion in resolving international disputes.

It was a time of grand colonial endeavours and financial innovation, punctuated by bouts of economic turmoil and constitutional and political uncertainty. The infamous Darien Scheme, the establishment of the Bank of Scotland and the Royal Bank of Scotland, the Anglo-Scots Union, the Hanoverian Succession, and the Jacobite rising of 1715, all occurred during this short time span. Therefore, it was not only a period that presented Scotland with opportunities but also a period in which the country ultimately lost its autonomy. It was also during these years, and against this unsettled backdrop, that the Scottish Financial Revolution commenced. The complexity of the Scottish situation during the late seventeenth and the early eighteen centuries has historically made the identification of a Scottish Financial Revolution difficult. This monograph, the first dedicated to the topic, addresses this problem and provides a model for identifying and understanding the revolution through the economic, political, and constitutional contexts of the period. Using examples of financial developments and innovation driven by Scotsmen in Scotland, Europe, and the colonies, this work defines the Scottish Financial Revolution as a series of developments which took place in Scotland when political circumstances allowed, but which also occurred outwith Scotland through the agency of members of the Scottish diaspora. This monograph is therefore the story of how Scotsmen at home and abroad contributed to financial debate and development between 1690 and 1727. Impunity and Capitalism develops a new approach to the history of capitalism and inequality by using the concept of impunity to show how financial crises stopped being crimes and became natural disasters. Trevor Jackson examines the legal regulation of capital markets in a period of unprecedented expansion in the complexity of finance ranging from the bankruptcy of Europe's richest man in 1709, to the world's first stock market crash in 1720, to the first Latin American debt crisis in 1825. He shows how, after each crisis, popular anger and improvised policy responses resulted in efforts to create a more just financial capitalism but succeeded only in changing who could act with impunity, and how. Henceforth financial crises came to seem normal and legitimate, caused by impersonal international markets, with the costs borne by domestic populations and nobody in particular at fault.

Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. Introducing the idealistic Canadians who fought for equity along with their radically different proposals to achieve it The Art of Sharing makes the case that a willingness to share financial resources is the real tie that has bound the federation together into the twenty-first century.
