It appears that the Tomahawk cruise missile has supplanted more traditional military methods of gunboat diplomacy, such as attack aircraft and naval gunfire, as the primary means of delivering a military punch to achieve political gain. Since their first use in Operation Desert Storm, more than one hundred Tomahawk cruise missiles have been fired in battle in four separate instances: the January and June 1993 strikes in Iraq, the September 1995 strikes in Bosnia, and the September 1996 strikes in Iraq. This thesis traces the evolution of the Tomahawk cruise missile since its debut in the 1991 Gulf War as an instrument in the execution of U.S. foreign policy and examines the reasons for the increased U.S. reliance on the Tomahawk. This research describes this unique weapon system, examines why Tomahawk has become the U.S. weapon of choice, and examines the likely political and military repercussions of the future employment of Tomahawk cruise missiles.

The ability of the United States to strike deep into the territories of most nations with impunity represents a new security threat to many nations. Defeating the U.S. military is not feasible in most cases, but balancing the United States may be possible, especially with weapons of mass destruction (WMD). Although WMD might provide a formidable deterrent, their technical, political, and economic costs preclude most nations from pursuing them. On the other hand, modern conventionally powered submarines are easier to obtain and operate and could present a significant deterrent to U.S. military force. This thesis assesses whether the perceived threat posed by the United States has emerged as a motivation for acquiring conventionally powered submarines since the end of the Cold War. After examining the motivations behind the recent submarine acquisitions of India and Iran, this thesis presents an economic model to predict when developing nations will be able to afford submarines if they choose to acquire them.

Following the first Gulf War in 1991, this new study shows how US Presidents increasingly used stand-off precision guided munitions (or "PGMs", especially the Tomahawk cruise missile) either to influence foreign adversaries to make specific policy choices or to signal displeasure with their actions. Such uses of force are attractive because they can lead to desirable policy outcomes where conventional diplomacy has failed but without the large cost of lives, economic resources, or political capital that result from large-scale military operations. In a post-9/11 world, understanding alternative uses of force under significant policy constraints is still of supreme importance.

The treaty was a diplomatic watershed, signaling the beginning of the end of the Cold War, and has served as a basis for security and stability of Europe. However, the security environment has changed dramatically in the past twenty years. To develop and deploy a new generation of land-based intermediate-range ballistic missiles, the United States would have to withdraw from the Treaty. Such an action would have significant political and military implications. The study attempts to explore and illuminate some potential responses of critical international actors, such as Russia, China, and America's NATO and East Asian allies, to fully understand the expected costs that may be incurred over time. The study concludes with a consideration of potential ways forward for the United States to provide policymakers with guidance on how to proceed in both diplomatic and political-military terms to best address the missile-proliferation threat.

Carl von Clausewitz's thought played a part in the process of military reform and the transition in US policy that took place after the Vietnam War. By the time of the 1991 Gulf War, American policy makers demonstrated that they understood the Clausewitzian notion of utilizing military force to fulfil a clear political objective. The US armed forces bridged the operational and strategic levels during that conflict in accordance with Clausewitz’s conviction that war plans should be tailored to fulfil a political objective. With the end of the Cold War, and an increasing predilection for technological solutions, American policy makers and the military moved away from Clausewitz. It was only the events of 11 September 2001 that reminded Americans of his intrinsic value. However, while many aspects of the ‘War on Terror’ and the conflict in Iraq can be accommodated within the Clausewitzian paradigm, the lack of a clear policy for countering insurgency in Iraq suggests that the US may have returned full circle to the flawed strategic approach evident in Vietnam. Clausewitz and America will be of great interest to students of strategy, military history, international security and US politics.
