Book excerpt: Today, there is a growing sense of urgency among fisheries scientists regarding the management of fish stocks, particularly among those who predict the imminent collapse of the fishing industry due to stock depletion. This book takes a game theoretic approach to discussing potential solutions to the problem of fish stock depletion. Acknowledging the classification of fish stocks as destructible renewable resources, these essays are concerned with the question of how much of the stock should be consumed today and how much should be left in place for the future. The book targets both economists and students of economics who are familiar with the tools of their trade but not necessarily familiar with game theory in the context of fisheries management. Importantly, the goal is not to give a summary evaluation of the current views of the ‘appropriate’ response to immediate policy questions, but rather to describe the ways in which the problems at hand can be productively formulated and approached using game theory and couched on real world fisheries. Game Theory and Fisheries consists of twelve previously published but updated articles in fisheries management, a number of which address a gap in the fisheries literature by modelling and analysing the exploitation of fishery resources in a two-agent fishery, in both cooperative and non-cooperative environments. The author’s work ultimately illustrates that the analysis of strategic interaction between those with access to shared fishery resources will be incomplete without the use of game theory.

Inevitably they have to discover how to manage the environment for their long-term survival and benefit. To do this successfully means learning something about the dynamics of natural processes, and then using the knowledge to work with the forces of nature for some desired outcome. These are intriguing and challenging tasks. This book describes a technique which has much to offer in attempting to achieve the latter task. A knowledge of dynamic programming is useful for anyone interested in the optimal management of agricultural and natural resources for two reasons. First, resource management problems are often problems of dynamic optimization. The dynamic programming approach offers insights into the economics of dynamic optimization which can be explained much more simply than can other approaches. Conditions for the optimal management of a resource can be derived using the logic of dynamic programming, taking as a starting point the usual economic definition of the value of a resource which is optimally managed through time. This is set out in Chapter I for a general resource problem with the minimum of mathematics. The results are related to the discrete maximum principle of control theory. In subsequent chapters dynamic programming arguments are used to derive optimality conditions for particular resources.

However, after an initial exploration boom developments stalled. Unlike other countries with major oil discoveries, Uganda has been slow in developing its oil. In fact, over ten years after the first discoveries, there is still no oil. During the time of the research for this book between 2012 and 2015, Uganda’s oil had not yet fully materialised but was becoming. The overarching characteristic of this research project was waiting for the big changes to come: a waiting characterised by indeterminacy. There is a timeline but every year it gets expanded and in 2018 having oil still seems to belong to an uncertain future. This book looks at the waiting period as a time of not-yet-ness and describes the practices of future- and resource-making in Uganda. How did Ugandans handle the new resource wealth and how did they imagine their future with oil to be? This ethnography is concerned with Uganda’s oil and the way Ugandans anticipated different futures with it: promising futures of wealth and development and disturbing futures of destruction and suffering. The book works out how uncertainty was an underlying feature of these anticipations and how risks and risk discourses shaped the imaginations of possible futures. Much of the talk around the oil involved the dichotomy of blessing or curse and it was not clear, which one the oil would be. Rather than adding another assessment of what the future with oil will be like, this book describes the predictions and prophesies as an essential part of how resources are being made. This ethnography shows how various actors in Uganda, from the state, the oil industry, the civil society, and the extractive communities, have tried to negotiate their position in the oil arena. Annika Witte argues in this book that by establishing their risks and using them as power resources actors can influence the becoming of oil as a resource and their own place in a petro-future. The book offers one of the first ethnographic accounts of Uganda’s oil and the negotiations that took place in an oil state to be.

The first edition contained nine chapters and, for all except one chapter, the original chapter authors agreed to update their chapter. Comparing these chapters gives the reader an idea of the development over a time span of more than 10 years between the two editions. In the preparation of the second edition we decided to add more chapters reflecting some important fields with significant contributions to present day fishery research. These are the use of internet for searching of information (Chapter 2), and the present state and use of remote sensing (Chapter 5), ecosystem modeling (Chapter 8) and visualization of data (Chapter 10). This second edition provides a valuable sampling of contemporary applications. Scientists have an opportunity to evaluate the suitability of different computer technology applications to their particular research situation thereby taking advantage of the experience of others. The chapters that follow are the fruition of this idea. The history behind this book started in 1989 when we were asked by Dr. Vidar Wespestad (previously: Alaska Fisheries Science Center, Seattle, USA) to prepare and convene a session at the 1992 World Fishery Congress in Athens, Greece on computer applications in fisheries. We agreed that the idea was a good one and the computer session in 1992 turned out to be very successful.

Book excerpt: The Second Autumn Course on Mathematical Ecology was held at the Intern ational Centre for Theoretical Physics in Trieste, Italy in November and December of 1986. During the four year period that had elapsed since the First Autumn Course on Mathematical Ecology, sufficient progress had been made in applied mathemat ical ecology to merit tilting the balance maintained between theoretical aspects and applications in the 1982 Course toward applications. The course format, while similar to that of the first Autumn Course on Mathematical Ecology, consequently focused upon applications of mathematical ecology. Current areas of application are almost as diverse as the spectrum covered by ecology. The topiys of this book reflect this diversity and were chosen because of perceived interest and utility to developing countries. Topical lectures began with foundational material mostly derived from Math ematical Ecology: An Introduction (a compilation of the lectures of the 1982 course published by Springer-Verlag in this series, Volume 17) and, when possible, progressed to the frontiers of research. In addition to the course lectures, workshops were arranged for small groups to supplement and enhance the learning experience. Other perspectives were provided through presentations by course participants and speakers at the associated Research Conference. Many of the research papers are in a companion volume, Mathematical Ecology: Proceedings Trieste 1986, published by World Scientific Press in 1988.
