Book excerpt: The woodlands of Japan vary substantially from north to south, and the patterns of their use and abuse differed from area to area during the Edo, or early modern, period (1600–1868). Nevertheless, the basic characteristics and rhythms of forest history were common to all of Japan (except the sparsely populated northern island of Hokkaidō). It is possible, therefore, to illuminate the general experience by scrutinizing a section of the whole. The section selected here is Akita, a prefecture of northern Japan whose forests are among the nation’s most famous. Three considerations make this choice attractive. The topic has clearly delineated boundaries, largely because the Akita region was a single coherent political unit during the Edo period; the documentation on the early modern forest situation there is extensive and accessible; finally, and as a consequence of the second factor, Japanese scholars have already published excellent studies on key aspects of Akita forestry. These factors have made this a relatively convenient area to examine and discuss in the short compass of this study.

This book intends to bridge these gaps of knowledge. Triggered by the author's economic analyses in the late 1960s, New Zealand forestry policy changed from 25 per cent of production for export to over 70 per cent. At the same time the Establishment had rejected the silvicultural approach the author had evolved which questioned certain fundamentals of conventional forestry. At that time, Japan had been taking up to 25 per cent of New Zealand's total log production, but there was no real understanding of the Japanese market. To study this in-depth, the author spent three years in Japan. The book contains the valuable research born out of his field work there, covering the marketing as well as the silviculture, sawnwood-grades and economic sides of plantation forestry. The book also included almost 40 photographs taken by the author on the various forest species in Japan. Under the banner of “forest love,” the colonial government set out to restructure the rhythms and routines of agrarian life, targeting everything from home heating to food preparation. Timber industrialists, meanwhile, channeled Korea’s forest resources into supply chains that grew in tandem with Japan’s imperial sphere. These mechanisms of resource control were only fortified after 1937, when the peninsula and its forests were mobilized for total war. In this wide-ranging study David Fedman explores Japanese imperialism through the lens of forest conservation in colonial Korea—a project of environmental rule that outlived the empire itself. Holding up for scrutiny the notion of conservation, Seeds of Control examines the roots of Japanese ideas about the Korean landscape, as well as the consequences and aftermath of Japanese approaches to Korea’s “greenification.” Drawing from sources in Japanese and Korean, Fedman writes colonized lands into Japanese environmental history, revealing a largely untold story of green imperialism in Asia.

W e are also inclined to think that the Japanese may owe their patriotism and aesthetic sense to the profoundly sympathetic influence the forests seem to have exercised upon them. They are instinctively aware iof their duties, - so to speak - towards the forests as is indicated by the endeavors they never spare to meet the ever increasing demand for the produce of the forest, to change them in accord ance with the new requirements and to maintain their supplies permanently. The forests of Japan, had, while the country was secluded, maintained their primitive character, but with the Restoration the forests underwent a revolution in the extent and modes of their utilization. Besides a considerable increase at home in the demand for timber and fuel not only in connection with industrial and mining enterprises and for ordinary building purposes, but also for use as railroad sleepers and telegraph poles as well as for the manufacture of the various wood articles and paper, the recent development in the carrying trade has caused the traders in forest produce to seek customers abroad, especially in China and Korea. All this has in recent years exercised an unequal influence on Japanese forests so that, while, on the one hand, there are districts where reckless felling and all the evils resulting from it have obliged the Government to exercise control as to cutting, on the other hand there are in some parts of the country vast areas of wooded-land maintaining all its primitive features unaltered. This anomaly has brought to light the fact that the plans hitherto followed in the management of forests are no longer adequate to meet the future increase of the population and the requirements of the new civilization, but points to the necessity for striving to develop to the full the natural capabilities of the forests by increasing their productive powers by the appli cation of regular technical methods. Markets and democracies focus on the present and therefore tend to make us forget that we are living in the present, with ancestors preceding and descendants succeeding us. Markets are excellent devices to equate supply and demand in the short term, but not for allocating resources between current and future generations, since future generations do not exist yet. Democracy is also not “applicable” for future generations, since citizens vote for candidates who will serve members of their, i.e., the current, generation. In order to overcome these shortcomings, the authors discusses imaginary future generations and future ministries in the context of current decision-making in fields such as the environment, urban management, forestry, water management, and finance. The idea of imaginary future generations comes from the Native American Iroquois, who had strong norms that compelled them to incorporate the interests of people seven generations ahead when making decisions.

The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.
