Book Is the Canadian Housing Market Overvalued A Post crisis Assessment

Download or read book Is the Canadian Housing Market Overvalued A Post crisis Assessment written by Ms.Evridiki Tsounta and published by International Monetary Fund. This book was released on 2009-10-01 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canadian house prices have increased significantly between 2003 and early 2008, with a marked downward trend since mid-2008, especially in the resource-rich western provinces. This paper estimates the evolution of equilibrium real home prices during this period in key provinces and finds that, following recent declines, home prices are now generally close to equilibrium throughout Canada. However, house prices in Alberta and British Columbia remain around 8 percent overvalued at the end of the sample (second quarter of 2009). Despite the limitations of econometric estimates of house-price dynamics, the measured small degree of overvaluation suggests that the Canadian housing market is essentially at equilibrium.

This book was released on 2015-01-30 with total page 67 pages. Available in PDF, EPUB and Kindle. Book excerpt: KEY ISSUES Economic outlook: The Canadian economy has expanded at a solid pace since 2013, but rebalancing of growth away from household consumption and residential investment remains incomplete, owing mainly to weak business investment. Growth momentum is expected to continue alongside a strengthening U.S. recovery despite substantially lower oil prices. Risks to the outlook are modestly tilted to the downside given sluggish global growth, effects unfolding from sharply lower oil prices, and housing market risks. Key domestic vulnerabilities in housing markets and the household sector remain elevated but contained fro m a financial stability perspective. Policies for balanced and sustained recovery: An appropriate policy mix should help facilitate rebalancing to generate a broader and more durable recovery, reduce domestic vulnerabilities, and further strengthen financial system resilience: • Macro policies: Monetary policy can remain accommodative for now given that inflation expectations are well-anchored, stronger business investment is still a missing link, risks to an export-led recovery are to the downside, and housing markets are expected to cool as U.S. interest rates rise and with lower oil prices. Fiscal consolidation should proceed in light of longer-term challenges at the provincial level, but federal authorities should consider adopting a neutral stance going forward, using available fiscal resources for targeted measures to support growth. Structural policies to improve productivity in the economy would increasingly need to complement this policy mix. • Housing sector and financial sector policies: Further macro-prudential policy action may be needed to guard against risks to financial stability if household balance sheet vulnerabilities resume rising. Reforms to limit government exposure to housing markets and encourage appropriate risk retention by the private sector should continue. Improving complex coordination across federal and provincial authorities in supervision and stress- testing of depository institutions and strengthening macro-prudential and crisis management frameworks will reinforce the resilience of Canada’s financial system. Policy response to past advice: Since the 2013 Article IV Consultation mission, the authorities have taken some further steps to limit taxpayer exposure to the housing sector and strengthen mortgage insurance underwriting practices. Some work on FSAP recommendations has also started to enhance stress testing, address data gaps, and towards establishing a cooperative capital markets system. The authorities have also intensified their efforts towards addressing interprovincial trade barriers and export diversification.

Book excerpt: This paper focuses on the IMF report on detailed assessment of observance of Basel Core Principles (BCP) for effective banking supervision in Canada. The Canadian banking supervisor (OSFI) adopts a close and cooperative approach that supports the close network of federal authorities in identifying and seeking to mitigate prudential risks to the federal system. As a world-leading regulator, OSFI could be expected to issue a comprehensive suite of risk management standards to be available to all banks, even if at a relatively high level or based largely on Basel Committee for Banking Supervision guidance.

Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.

Book Housing Market Dynamics in Africa

Download or read book Housing Market Dynamics in Africa written by El-hadj M. Bah and published by Springer. This book was released on 2018-03-12 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book utilizes new data to thoroughly analyze the main factors currently shaping the African housing market. Some of these factors include the supply and demand for housing finance, land tenure security issues, construction cost conundrum, infrastructure provision, and low-cost housing alternatives. Through detailed analysis, the authors investigate the political economy surrounding the continent’s housing market and the constraints that behind-the-scenes policy makers need to address in their attempts to provide affordable housing for the majority in need. With Africa’s urban population growing rapidly, this study highlights how broad demographic shifts and rapid urbanization are placing enormous pressure on the limited infrastructure in many cities and stretching the economic and social fabric of municipalities to their breaking point. But beyond providing a snapshot of the present conditions of the African housing market, the book offers recommendations and actionable measures for policy makers and other stakeholders on how best to provide affordable housing and alleviate Africa’s housing deficit. This work will be of particular interest to practitioners, non-governmental organizations, private sector actors, students and researchers of economic policy, international development, and urban development.

Book Urban Housing Markets

Download or read book Urban Housing Markets written by Larry S. Bourne and published by University of Toronto Press. This book was released on 1978-12-15 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Conference on Urban Housing Markets sponsored by the Centre for Urban and Community Studies in October 1977 was the first major conference on housing to be held in Canada since the First Canadian Housing Conference sponsored by the Canadian Welfare Council in 1968. This volume is at once a record of the Conference and a review of important recent research on urban housing markets and related public policy issues. The book captures the flavor of a lively debate between academics and policy analysts, and the commentaries and discussion sections provide, in non-technical language, a statement of some major questions confronting government policy on housing. In addition to its use as a record of an important Canadian conference, the book is a valuable collection of recent housing research. The ten papers cover a wide variety of topics ranging from conceptual and methodological issues on the one hand to critiques of Canadian housing policies on the other. They indicate the range of issues which must be taken into account in assessing housing policy. Taken together with the discussion material which helps to focus attention on strategic issues in both Canada and the United States, they provide a useful introduction to current debates over housing policy.

Book Energy Efficiency in Housing Management

Download or read book Energy Efficiency in Housing Management written by Nico Nieboer and published by Routledge. This book was released on 2012 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: The embedding of energy efficiency in the management of individual housing organisations is crucial for the realization of current ambitious energy efficiency policies. This issue is examined for the first time in this book through an analysis of selected case studies in new 'green' buildings, as well as in the retrofitting of existing housing, maintenance and budgeting. The links between policy ambitions, practice and housing management institutions are given particular attention. Thus the book is primarily concerned with how ambitions about energy efficiency are carried forward in investment decisions at the housing estate level. Technical and financial issues relevant for this are also addressed. The editors combine a wealth of experience in comparative research on housing policy and housing management with a strong academic background in housing studies and economics. The book aims to be internationally comparative including a range of countries. A chapter will be devoted to each of the following countries:- Sweden; Denmark; Germany; the Netherlands; England; France; Switzerland; Austria; Czech Republic; Slovenia; Canada. The book will appeal to a large audience of students and academics who are concerned with housing issues, urban policy and politics as well as to those engaged in research in energy efficiency policies in the built environment.
