One would expect that countries accustomed to similar technologies would undergo analogous changes in their perception of and approach to warfare. However, the intellectual history of the Revolution in Military Affairs (RMA) in Russia, the US, and Israel indicates the opposite. The US developed technology and weaponry for about a decade without reconceptualizing the existing paradigm about the nature of warfare. Soviet 'new theory of victory' represented a conceptualization which chronologically preceded technological procurement. Israel was the first to utilize the weaponry on the battlefield, but was the last to develop a conceptual framework that acknowledged its revolutionary implications. Utilizing primary sources that had previously been completely inaccessible, and borrowing methods of analysis from political science, history, anthropology, and cognitive psychology, this book suggests a cultural explanation for this puzzling transformation in warfare. The Culture of Military Innovation offers a systematic, thorough, and unique analytical approach that may well be applicable in other perplexing strategic situations. While other books describe current Russian practice, Oscar Jonsson provides the long view to show how Russian military strategic thinking has developed from the Bolshevik Revolution to the present. He closely examines Russian primary sources including security doctrines and the writings and statements of Russian military theorists and political elites. What Jonsson reveals is that Russia's conception of the very nature of war is now changing, as Russian elites see information warfare and political subversion as the most important ways to conduct contemporary war. Since information warfare and political subversion are below the traditional threshold of armed violence, this has blurred the boundaries between war and peace. Jonsson also finds that Russian leaders have, particularly since 2011/12, considered themselves to be at war with the United States and its allies, albeit with non-violent means. This book provides much needed context and analysis to be able to understand recent Russian interventions in Crimea and eastern Ukraine, how to deter Russia on the eastern borders of NATO, and how the West must also learn to avoid inadvertent escalation.

Book excerpt: While the United States and its allies put their military focus on the post-9/11 challenges of counter-terrorism and counter-insurgency, Russia and China put their military focus onto the United States and the risks of regional wars that they came to believe they might have to fight against the United States. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. To develop, improve, and implement the needed new concepts requires a broad campaign of activities by the United States and full partnership with its allies.

This has not been due to any material constraints—Italy’s profile has remained consistently low, through economic times both good and bad—but rather to the country’s strategic culture, a mixture of realpolitik and pacifist tendencies. This book sets out to analyze the influence of Italy’s strategic culture on its foreign policy. It conducts an exploratory case-study to show if hypotheses generated by the strategic culture approach can shed some light on the puzzling Italian behavior in the international arena (puzzling because Italy shows a less assertive foreign policy vis-à-vis other middle powers in the same rank). The first chapter considers the main interpretations of Italian foreign policy and their limitations. The second and third chapters review the literature on strategic culture, stressing its utility for the Italian case. The fourth chapter describes the country’s strategic culture through the Liberal, Fascist, and Republican periods, and the fifth chapter analyzes the influence of ideational factors on Italy’s behavior abroad. Conclusions sum up the various emerging evidences. Scholars of political science, international relations, strategic studies, and comparative politics will find this work to be of interest.

The work argues that mainstream Western analysis of Russian military and strategic behaviour is affected by two limitations: first, by forcing Russian choices into pre-packaged logics of action, it fails to grasp the peculiar assumptions and intellectual nuances underpinning Moscow’s strategies; second, an overreliance on buzzwords such as ‘hybridity’ has mystified understanding of the Russian military modus operandi, its true character and strong consistencies. The book addresses such limitations by stressing the influence of strategic culture on Russia’s approach to strategy and war-fighting. After proposing an original model of strategic culture, it employs this conceptual framework to interrogate Russian primary sources and military practices between 2008 and 2018. This allows general hypotheses to be formulated about the ultimate principles underpinning the Russian way of war, which are then tested against three case studies: Russia’s interventions in Georgia (2008), Ukraine (2014–2015), and Syria (2015–2018), respectively. While steering clear of making forecasts, this book provides a solid basis on which to build expectations about and to chart strategies for counter-acting Moscow’s actions— including in the context of the current war in Ukraine.
