Book excerpt: A Commonwealth of Knowledge addresses the relationship between social and scientific thought, colonial identity, and political power in nineteenth- and twentieth-century South Africa. It hinges on the tension between colonial knowledge, conceived of as a universal, modernizing force, and its realization in the context of a society divided along complex ethnic and racial fault-lines. By means of detailed analysis of colonial cultures, literary and scientific institutions, and expert historical thinking about South Africa and its peoples, it demonstrates the ways in which the cultivation of knowledge has served to support white political ascendancy and claims to nationhood. In a sustained commentary on modern South African historiography, the significance of `broad' South Africanism - a political tradition designed to transcend differences between white English- and Afrikaans-speakers - is emphasized. A Commonwealth of Knowledge also engages with wider comparative debates. These include the nature of imperial and colonial knowledge systems; the role of intellectual ideas and concepts in constituting ethnic, racial, and regional identities; the dissemination of ideas between imperial metropole and colonial periphery; the emergence of amateur and professional intellectual communities; and the encounter between imperial and indigenous or local knowledge systems. The book has broad scope. It opens with a discussion of civic institutions (eg. museums, libraries, botanical gardens and scientific societies), and assesses their role in creating a distinctive sense of Cape colonial identity; the book goes on to discuss the ways in which scientific and other forms of knowledge contributed to the development of a capacious South Africanist patriotism compatible with continued membership of the British Commonwealth; it concludes with reflections on the techno-nationalism of the apartheid state and situates contemporary concerns like the `African Renaissance', and responses to HIV/AIDS, in broad historical context.

He applies a broad innovation systems approach to this history spanning the period from 1916, which saw the drafting of South Africa’s first Science and Technology plan to the first fourteen years of the post-apartheid period. The introduction of the book lays out the scope of the work and its focus on the identification of continuities and ruptures in the economic history of South Africa. The first part of the book deals with the theoretical foundations of the approach. The first chapter in this section looks at the emergence of evolutionary economics and innovation systems theory as the basis for the main countervailing argument against the neoclassical/neoliberal orthodoxy. In the course of this chapter the foundation is laid for the development of an alternative general theory of economics. The second chapter covers the main debates on the economic history of South Africa and looks at the several varieties of the liberal and Marxist renditions of this history. The theoretical section lays the foundation for the history that is covered in the four chapters which follow. These cover three broad periods since 1916. The first runs up to 1948 with the election victory of the National Party. The second covers the apartheid period and the last follows with an account of the post apartheid political economy. An endnote provides the basis for the analysis of what may possibly be the emergence of a fourth main period in the evolution of the South African system of innovation. The Evolution of the South African System of Innovation since 1916 opens up a novel engagement with the complex phenomenon of apartheid, its genealogy and its aftermath. It will appeal to economists and economic historians who are interested in the economy of South Africa. It will be of particular interest to evolutionary economists who use the systems of innovation approach as an alternative to mainstream neoclassical economics in the analysis of dynamic economic systems. For this particular audience, this book will provide a welcome addition to the growing body of literature in this area, especially given the novelty of its historical approach.

In Bitter Roots, Abena Dove Osseo-Asare draws on publicly available records and extensive interviews with scientists and healers in Ghana, Madagascar, and South Africa to interpret how African scientists and healers, rural communities, and drug companies—including Pfizer, Bristol-Myers Squibb, and Unilever—have sought since the 1880s to develop drugs from Africa’s medicinal plants. Electric cars were once as numerous as internal combustion engine cars before all but vanishing from American roads around World War I. Now, we are in the midst of an electric vehicle revival, and the goal for a sustainable car seems to be within reach. In Age of Auto Electric, Matthew N. Eisler shows that the halting development of the electric car in the intervening decades was a consequence of tensions between environmental, energy, and economic policy imperatives that informed a protracted reappraisal of the automobile system. These factors drove the electric vehicle revival, argues Eisler, hastening automaking’s transformation into a science-based industry in the process.
