A pair of coaxial cylindrical tubes extend downward towards the bottom of the dewar. A compressive or tensile load is generated hydraulically and is transmitted by the inner tube to the material sample. The material sample is located near the bottom of the dewar in a liquid refrigerant bath. The apparatus employs a displacement measuring device, such as a linear variable differential transformer, to measure the deformation of the material sample relative to the amount of compressive or tensile force applied to the sample.

R. Atkins and his staff, to emphasize the major international advances in cryogenic engineering. This specific emphasis resulted in a final program of over one hundred papers and has made it necessary to publish the proceedings of the conference in two volumes. The first volume will be similar in nature to previous volumes in this series, while the second volume will feature the international aspect of the conference program. The latter volume, because of this distinction, will be entitled International Advances in Cryogenic Engineering. As in the past, the Cryogenic Engineering Conference Committee gratefully acknow ledges the assistance of all the dedicated workers in the cryogenic field who have contributed their time in reviewing the preliminary papers for the program and the final manuscripts for this volume. Book excerpt: The mechanical properties of materials at cryogenic temperatures have been the subject of increasing interest during the past few years, although very little actual materials testing has been done at extremely low temperatures because of the high cost and low heat of vaporaization of liquid helium. Recently, the Department of Mechanical and Industrial Engineering at Oregon State University initiated a research program of materials testing at liquid helium temperatures, 4.2° K.A specially designed cryogenic tensile testing machine has been built employing a variable rate of loading and an electronic chart drive recorder. A Baldwin U-1 load cell was placed in the loading column of the testing machine to measure the magnitude of the applied load. Previous experience has found that damage to the load cell can occur because of the shock environment present upon fracture of a tensile specimen. The object of this thesis is to analyze the effects of shock loading on the cryogenic tensile testing machine and to develop a means of reducing any shock environment seen by the load cell, After determining that 92.6 percent of the strain energy in the loading column was stored in the tensile rod between the load cell and tensile specimen, a theoretical analysis of the response of the tensile rod and load cell to specimen fracture was made using the mathematical model of a long, slender rod with fixed-free end conditions and a suddenly removed axial load. The theoretical fundamental frequencies of the tensile rod and load cell were found to be 1570 and 5940 cycles per second, respectively. In order to verify the problem of a shock environment imposed on the load cell and to check the theoretical results, an experimental study of the actual system was made. Strain gages on the tensile rod, on the adapter above the load cell, and in the load cell measured the motion response of these components to specimen fracture at room temperature. An oscilloscope and camera were used to record the results. The actual fundamental frequencies of the tensile rod and load cell were 1080 and 3250 cycles per second, respectively, and the assumed problem of shock environment on the load cell was verified. After studying many methods of absorbing and damping the shock loading, it was decided to design and fabricate a shock absorber having a piston and cylinder arrangement with a shock absorbing medium placed between the piston and cylinder head. Polyethylene and polyester urethane foams were chosen as possible shock absorbing mediums because of their excellent energy dissipation properties in compression. After the shock absorber was fabricated and placed in the testing machine, its effectiveness was determined by following the experimental procedures previously used. Results indicated that the initial load release was adequately damped with polyethylene foam. Less damping was noticed with the polyester foam. In both cases, however, a delayed peak compressive force on the load cell occurred three milliseconds after specimen fracture. When it was determined that this force was due to the motion of the top plate of the testing machine, the jack on the top plate was spring mounted. Test results of this system showed that the maximum peak compressive force following specimen fracture was reduced to 15 percent of the tensile force before fracture when polyethylene foam was used as the shock absorbing medium; however, when the polyester foam was used, the test results indicated that the foam bottomed out. Polyethylene foam thus proved to be a substantially superior solution to the problem under consideration.

The joint conference theme was "Cryogenics into the Next Millennium". The total conference attendance was 797 with participation from 28 countries. As with previous joint CEC and ICMC Conferences, the participants were able to benefit from the joint conference's coverage of cryogenic applications and materials and their interactions. The conference format of plenary, oral and poster presentations, and an extensive commercial exhibit, the largest in CEC-ICMC history, aimed to promote this synergy. The addition of short courses, workshops, and a discussion meeting enabled participants to focus on some of their specialties. The technical tour, organized by Suzanne Gendron, was of Hydro-Quebec's research institute laboratories near Montreal. In keeping with the conference venue the entertainment theme was Jazz, culminating in .the performance of Vic Vogel and his Jazz Big Band at the conference banquet. This 1999 ICMC Conference was chaired by Julian Cave of IREQ - Institut de recherche d'Hydro-Quebec, and the Program Chair and Vice-Chair were Michael Green of the Lawrence Berkeley National Laboratory and Balu Balachandran of the Argonne National Laboratory respectively. We especially appreciate the contributions of both the CEC and ICMC Boards and the conference managers, Centennial Conferences, under the supervision of Paula Pair and Kim Bass, in making this conference a success.

Book excerpt: The primary objective of this program has been to develop simple laboratory-type tests to evaluate the toughness of high strength sheet alloys and their complex welded joints at cryogenic temperatures. The tests employed for evaluating the toughness of sheet materials included notiched tensile shear tests of individual resistance spot welds, and tensile tests of simple fusion welds. These tests were conducted at 78, -100, -320, and -423 F. These data, as well as data obtained from tensile tests of the base metal, percent martensite determinations, and metallographic examinations of fractured coupons, were correlated with low-cycle, highstress fatigue data obtained on complex welded joints at 78, -320, and -423 F. The most consistant index of toughness was found to be the notched/unnotched tensile ratio. The test data are presented in tabular and in graphical form to air metallurgical and design engineers in the selection of materials for structural applications at cryogenic temperatures. The test data were reduced by statistical methods and analzed. The results of the statistical analysis, which included means, standard deviations, and statistical values are presented and their importance discussed. A description of the test equipment and experimental procedures for tensile and fatigue testing at room and cryogenic temperatures is given. This report also includes conclusions, recommendations for future work, and references.
