We are seeing the rise of radical Islam in Africa, attacks by the Taliban in Pakistan and Afghanistan, and the civil war in Syria has provided a safe haven for terrorists to train, which is now flowing deep into Iraq. ISIS, a terrorist organization too extreme for al-Qaeda, continues to march towards Baghdad leaving a trail of death, looting, and prison breaks. These terrorists, and others around the world like AQAP, are intent on attacking the homeland. Just as we must continue to combat those threats overseas, we must also remain vigilant at home and be prepared to respond to attacks that reach our shores. Each day, first responders save lives and enhance the overall resiliency of our Nation. However, the 9/11 terrorist attacks forever changed the role of our emergency response providers. Tragic events, such as the 2009 shooting at Fort Hood and the 2013 Boston Marathon bombing, remind us of the critical role first responders play in the Nation's ability to react quickly, whether it be to a terrorist attack or natural disaster. Lessons learned from previous efforts are vital to increasing our ability to prepare for and respond to future incidents.

During a severe pandemic, workloads will increase and staff sizes will diminish as employees and their families become ill. Contingency planning now can help reduce the worst impacts: smart planning can save lives. To help with planning for the impacts of a severe pandemic, this document provides the following kinds of information for first responders: 1) Potential ways to adjust operations to maintain readiness and response; 2) Potential ways for leaders in the first responder community at the local level, including two planning tools; 3) Reference sheets with discipline-specific potential action steps. This document was a joint effort by the Department of Homeland Security's Office of Health Affairs and U.S. Fire Administration with major contributions from a working group of first responders. It provides supplemental information to Pandemic Influenza: Best Practices and Model Protocols (April 2007) and to the FEMA IS-520 Introduction to COOP for Pandemic Influenza on-line course (August 2009). While background information about pandemic influenza is also provided, updated influenza information should be gathered regularly. Current information about circulating influenza viruses, including important guidance, is provided by the Department of Health and Human Services at www.flu.gov. State and local public health organizations will have the most current information regarding the status of pandemic in your jurisdiction. Book excerpt: The cascading catastrophic events in the United States during the past 2 decades, underscore first responders' critical role in responding to disasters. The 1995 attacks on the Murrah Federal Building and the 2001 World Trade Center attacks exposed thousands of emergency responders to a unique mix of toxic pollutants and psychological stressors. Despite increased concerns about the impact of stress in public safety organizations that employ first responders, little empirical research has been conducted. With the concept of disaster stress serving as a theoretical foundation, the purpose of this research was to complete a qualitative, phenomenology study of stress and its impact on urban search and rescue (US&R) teams deployed to a major disaster between the years of 1995 and 2005. Research questions focused on the lived experiences of US&R team members before, during, and after disaster deployment. The results include a detailed narrative by each of the participants that led to 8 depicted themes being derived from the transcribed narratives (a) department support, (b) faith, (c) family support, (d) lack of sleep, (e) passion, (f) suddenness, (g) training, and (h) uncertainty. Specific recommendations include increased funding for stress training of first responders and their families and increased funding to support emergency response agencies training budgets for stress counseling and stress management classes. The results of the study could benefit public safety officials’ at large and first responders (e.g., fire fighters, police officers, medical services) as well as serve as a possible model for public safety and emergency management professionals to increase first responders' safety by decreasing factors of stress.
