Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections. The following chapters are divided into sections. The second section explores aspects of regional governance and how the economic and financial crises were managed on a macro level in Europe and Latin America. The third and fourth sections use case studies to drill down to the impact of the crises at the national and regional levels, including the emergence of political polarization and rise in populism in both areas. The Fiume Crisis recasts what we know about the birth of fascism, the rise of nationalism, and the fall of empire after World War I by telling the story of the three-year period when the Adriatic city of Fiume (today Rijeka, in Croatia) generated an international crisis. In 1919 the multicultural former Habsburg city was occupied by the paramilitary forces of the flamboyant poet-soldier Gabriele D’Annunzio, who aimed to annex the territory to Italy and became an inspiration to Mussolini. Many local Italians supported the effort, nurturing a standard tale of nationalist fanaticism. However, Dominique Kirchner Reill shows that practical realities, not nationalist ideals, were in the driver’s seat. Support for annexation was largely a result of the daily frustrations of life in a “ghost state” set adrift by the fall of the empire. D’Annunzio’s ideology and proto-fascist charisma notwithstanding, what the people of Fiume wanted was prosperity, which they associated with the autonomy they had enjoyed under Habsburg sovereignty. In these twilight years between the world that was and the world that would be, many across the former empire sought to restore the familiar forms of governance that once supported them. To the extent that they turned to nation-states, it was not out of zeal for nationalist self-determination but in the hope that these states would restore the benefits of cosmopolitan empire. Against the too-smooth narrative of postwar nationalism, The Fiume Crisis demonstrates the endurance of the imperial imagination and carves out an essential place for history from below.

The study focuses on real and perceived conflicts and often painful choices between great power politics, economic growth, macroeconomic stabilisation and the preservation or strengthening of democratic consensus. The key issue explored is why governments in Italy after World War I, although headed by left-liberal reformers, were unable to press ahead with the democratic reformism which had characterised the so-called 'Giolittian era', 1901-1914. Their failure paved the way for parliamentary deadlock and Mussolini's seizure of power.

The central thesis of the book is that from the early 1990s Italy experienced a constant reduction of both private and public investment which, combined with increasing labour precariousness and wage moderation, contributed to the decline of both labour productivity and economic growth. It is argued that lack of industrial policies amplified the problem of the poor macroeconomic performance, since Italian firms - small sized and non-innovating - were incapable of staying competitive on the global scene. Net exports did not compensate for the decline of public spending, private investment and consumption. It is also shown that, in these respects, Italy presents an interesting case-study with wider ramifications for it was involved in the global process of intensifying the neoliberal agenda but at a faster rate than other OECD countries. The book concludes with a call for an alternative economic policy in order to promote innovation, reduce unemployment and stimulate economic growth. This book marks a significant contribution to the literature on the recent history of the European economy, Italian studies, and the history of economic thought. The political course of the fascist country also affected the surrounding European states. In the primary phase of the fascist regime, the U.S. government was in the position to alter parts of Italy’s policy course, by applying political pressure. Thus America’s foreign policy towards Italy did not only concern this one country. It also had consequences for the rest of Europe, and the start of the Second World War. This work is concerned with the view of the successive American administrations towards Italy after Mussolini’s ascension to power. Questions being answered are: How did the U.S. government react after the fascist ruler took over Italy? Did the administration valuate Mussolini as a positive or a negative change for the European country? Was a thread visible in the U.S. attitude concerning Italy? What were the government’s reactions to Italy’s cooperation with Hitler? And: Could a different American political strategy concerning Italy have hindered Hitler’s war efforts? To answer those questions, the work is structured along three main parts. The first part is addressed with the U.S. government’s position after Benito Mussolini’s soaring to power. This part is divided into a description of America’s characterization of the new leader and an account of the first times the U.S. questioned their view on Italy. Following this evaluation, the second part deals with the American view in the times of The Great Depression. The third part is concerned with the administrations view after Hitler’s rise to power. Finally the conclusion marks the end of this work. Mainly four books were used: David F Schmitz’ “The United States and fascist Italy, 1922 – 1940” gives a well structured and informative overview of the American – Italian relations from Mussolini’s ascension to power, until the begin of The Second World War. Another useful book, in the first parts handling this topic, is H. Stuart Hughes’ “The United States and Italy”1. John P. Diggins’ work “ Mussolini and Fascism: The view from America”2 is mainly concerned with the public opinion in the U.S. toward Italy and very informative. Another well written and informative book dealing with America’s foreign policy is William L. Langer’s and S. Everett Gleason’s book “The challenge to isolation: The world crisis of 1937 – 1940 and American foreign policy”.

Nowadays, a widespread crisis of legitimation affects the institutions and authority of the state; similarly, and especially after the Great Crisis of 2008 to present, the European project is increasingly questioned by populist and neo-nationalist forces, which politically advance in the state and society, and promote further coercive-oriented reconfiguration of state powers and apparatus. The 'nationalist international', the 'new populists' and/or the 'rise of new international fascism' are questions on the verge of international scholarship and political debate. However, many of these studies often miss the specificity and critical importance of the study of the state and of state (institutional and ideological) powers; even more importantly, the phenomenon of populism/neo-authoritarianism is interpreted by the mainstream as a clear break with traditional centrist parties, with the result of neglecting the past authoritarian tendencies that accompany the entire history of neoliberalism. This book aspires to be a guide for political activist and policy-makers: specifically, by showing how the state is of critical importance to the making of neoliberalism in institutional and cultural terms, it also aims to rethink the state as the arena of politics and, accordingly, as the key site to promote alternatives to neoliberalism
