This book seeks to present an alternate paradigm and to contribute a deeper understanding of the country's dynamics that may help explain why Pakistan has confounded all the doomsday scenarios. It brings together an extra-ordinary array of leading experts, including Ahmed Rashid, Ayesha Jalal and Zahid Hussain, and practitioners, such as the book's editor, Maleeha Lodhi, Akbar Ahmed and Munir Akram. Together they debate their country's strengths and weaknesses and offer ways out of its current predicament. This book provides a picture of how Pakistanis see themselves and their country's faultlines and spells out ways to overcome these. Pakistan's political, economic, social, foreign policy and governance challenges are assessed in detail. So too is the complex interplay between domestic developments and external factors including great power interests that are so central to the Pakistan story and explain the vicissitudes in its fortunes. Lodhi and her contributors contend that Pakistan and its people have the capacity to transform their country into a stable, modern Muslim state, but bold reforms will be needed to bring about this outcome.

Despite the many challenges, both internal and external, the country was able to register a 6 per cent average annual growth rate during the first forty years of its existence. The country was ahead of India and Bangladesh in all economic and social indicators. Since 1990, the country has fallen behind its neighbouring countries and has had a decline in the growth rate. This book attempts to examine the reasons behind this slowdown, the volatile and inequitable growth of the last twenty-five years, and through a process of theoretical and empirical evidence argues that the most powerful explanatory hypothesis lies in the decay of institutions of governance. It also suggests a selective and incremental approach of restructuring some key public institutions that pertain to accountability, transparency, security, economic growth, and equity.

Problems with the administrative set-up include poor planning, waste, mismanagement, inefficiency and the absence of a work ethic. Malfunction was the norm not the exception in the bureaucratic structure of the country. Excessive discretionary powers, overlapping of jurisdictions and the absence of clear-cut demarcations of authority and administrative control had weakened government performance. The gap between policy-making and policy-execution was wide partially due to weaknesses in the bureaucracy and the generally low quality of state personnel. Independent observers agree that the overall performance of the GOP was poor or lacklustre at best. The crisis of governance in Pakistan mainly stems from a deficient federal set-up and over centralisation of power in the national government. The World Bank, among others, believes that Pakistan had suffered due to rampant corruption and weak government that had created serious economic imbalances.

Much of the current work on extremism in Pakistan tends to study extremist trends in the country from a detached position—a top-down security perspective, that renders a one-dimensional picture of what is at its heart a complex, richly textured country of 200 million people. In this book, using rigorous analysis of survey data, in-depth interviews in schools and universities in Pakistan, historical narrative reporting, and her own intuitive understanding of the country, Madiha Afzal gives the full picture of Pakistan’s relationship with extremism. The author lays out Pakistanis’ own views on terrorist groups, on jihad, on religious minorities and non-Muslims, on America, and on their place in the world. The views are not radical at first glance, but are riddled with conspiracy theories. Afzal explains how the two pillars that define the Pakistani state—Islam and a paranoia about India—have led to a regressive form of Islamization in Pakistan’s narratives, laws, and curricula. These, in turn, have shaped its citizens’ attitudes. Afzal traces this outlook to Pakistan’s unique and tortured birth.
