This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. Book excerpt: Examines how regional integration can resolve the crises of the Greater Horn of Africa, exploring how it can be used as a mechanism for conflict resolution, promoting the economy and tackling issues of identity and citizenship. The Greater Horn of Africa (GHA) is engulfed by three interrelated crises: various inter-state wars, civil wars, and inter-communal conflicts; an economic crisis manifested in widespread debilitating poverty, chronic food insecurity and famines; and environmental degradation that is ravaging the region. While it is apparent that the countries of the region are unlikely to be able to deal with the crises individually, there is consensus that their chances of doing so improve markedly with collective regional action. The contributors to this volume address the need for regional integration in the GHA. They identify those factors that can foster integration, such as the proper management of equitable citizenship rights, as well as examining those that impede it, including the region's largely ineffective integration scheme, IGAD, and explore how the former can be strengthened and the latter transformed; explain how regional integration can mitigate the conflicts; and examine how integration can help to energise the region's economy. Kidane Mengisteab is Professor of African Studies and Political Science at Penn State University; Redie Bereketeab is a researcher at the Nordic Africa Institute, Sweden.

Book excerpt: In this comprehensive and original study, a distinguished specialist and scholar of African affairs argues that the current crisis in African development can be traced directly to European colonial rule, which left the continent with a "singularly difficult legacy" that is unique in modern history. Crawford Young proposes a new conception of the state, weighing the different characteristics of earlier European empires (including those of Holland, Portugal, England, and Venice) and distilling their common qualities. He then presents a concise and wide-ranging history of colonization in Africa, from the era of construction through consolidation and decolonization. Young argues that several qualities combined to make the European colonial experience in Africa distinctive. The high number of nations competing for power around the continent and the necessity to achieve effective occupation swiftly yet make the colonies self-financing drove colonial powers toward policies of "ruthless extractive action." The persistent, virulent racism that established a distance between rulers and subjects was especially central to African colonial history. Young concludes by turning his sights to other regions of the once-colonized world, comparing the fates of former African colonies to their counterparts elsewhere. In tracing both the overarching traits and variations in African colonial states, he makes a strong case that colonialism has played a critical role in shaping the fate of this troubled continent.
