When the constitution of the United States was written, it was found necessary, on account of the relations between the original states, to limit the grant of power to the central government, and among the powers conferred which were so limited, was the con trol over commerce. The constitution expressly declares that Congress shall have full authority over commerce be tween the states, and thereby excludes from its control the very large internal commerce of the several states which does not pass their borders. Each sovereign state, there fore, assumes the right to regulate its internal commerce and most of them have exercised that right by the enactment of regulatory statutes along the lines of the Federal laws. Some states have gone far beyond anything that Congress has yet attempted, while other states have not availed them selves of all the powers which they undoubtedly possess. She had come some weeks before to have an operation performed as a final chance for recovery from an insidious disease. The Operation had been unavailing. She had a little property, including some real estate, and desired to make a will. An attorney was called in. He found the woman in a ward, surrounded by four others in various stages of illness. There she lay, moaning in the agony of weakness, a nurse silently administering to her needs, her husband and brother bending over her in grief. Death was a matter of hours, possibly of minutes. The lawyer was loath to profane this hallowed scene of death by the presence of a stranger, by the cold introduction of business; to snatch away these precious moments which should have been devoted to lingering farewells with dear ones and preparation for the solemn moment so close at hand. But his duty stood opposite his inclination and with great difficulty the woman made clear her wishes, and these, in a race with death, were drafted into the form of a will. And then, once more the woman must be disturbed to exe cute the document. A few hours later she was dead. However, it is far from being regarded by educators with unqualified approbation. Experience seems to show, that, when applied on an extensive scale, this system breaks down and fails to furnish university officials with the only assurance worth having. In other words, under the technicalities of credit points and semester hours, a great number of candi dates altogether unfit, may be, and in many instances are, admitted to university courses. This failure, it is asserted, is owing to defects, hard to eliminate from the system. Many refer, for example, to the tendency, which again and again manifests itself in the credit system, of laying greater stress upon the length of time devoted to subjects than the grade of excellence attained. Moreover, it is difficult, under this system, to maintain a uniform level of excellence, because the task of assigning grades devolves upon a legion of teachers in the various high schools and academies. Finally, it is pointed out, that in schools where the field of electivism is fairly ample, credits, which total up evenly, may represent widely different values. A new fact or two added to the fabric of physiology only illuminated the field and showed the more in how much and in how far physi ology is built on chemistry. Physiology is the real fundamental branch in the study of medicine. No physiology, no medicine has-been stated many'a time and oft, but the utterer most likely had in mind function. Still the more we know of function the better. But go to the chemist to have your physiology properly adjusted. This makes chemistry the thing. Incidentally bacteriology must not be overlooked. The morphology of organisms is rather an unimportant factor in the study of bacteriology. The important factor is the chemistry of the food and the products of bacterial cell activity. The ad vancement of both bacteriology and physiology depends almost entirely on the study and understanding of Chemistry. Horse-shoeing involves the hoof, the shoe, and the smith, so too, medicine cannot be understood without Chemistry, Physiology and Bacteriology - the triple alliance (entente) of medicine. Book excerpt: Excerpt from The Creighton Chronicle, Vol. 7: Jan. 20, 1916 The time-honored conception of a college course was that it should evolve and discipline all the mental powers latent in youth, thus effecting an all-around intellectual development which would enable the young man, upon his entrance into the arena of civil life, to meet and solve the problems there confront ing him. Should he desire to pursue thereafter any special course of training, say in one of the learned professions, the university was there to answer his need, whose doors however would open to him only on presentation of his passport, the di ploma of the college testifying to his mental fitness to engage in such special study. Such, for more than two centuries, was the almost universal ly accepted idea of a collegiate education in America, but with the dawn of the nineteenth century, the restlessness so characteristic of American life, the tendency to experiment, which frequently, - but not always - means progress, brought about the injection of new ideas in educational circles. The period was a critically transitional one, especially in two great fields of human activity; first, in that of political economy, the revolt of the democracy against the age-old aristocratic dominance, and secondly, in that of the physical sciences, which then began to foreshadow their boundless potentialities in the way of ministering to human needs and comforts, in the amelioration of physical conditions of living. The increased, and ever daily increasing sum of hu man knowledge made it incumbent upon the schools, according to these progressivists, not to lose any of the precious time of plastic youth, in giving their scholars the special training from childhood up, which would best fit them for the field of their future life-work.
