Die vorliegende Arbeit untersucht, ob ein bestimmtes Glaubwürdigkeitsmaß, eingeführt von Avesani, Gallo und Salmon (1995), geeignet ist, die große EWS Krise 1992 vorauszusagen. Dabei handelt es sich um ein dynamisches Spiel, in dem die beiden Akteure (Zentralbank und Finanzmarkt) miteinander interagieren und damit die Glaubwürdigkeit des Systems aushandeln . Es wird gezeigt, dass o.g. Glaubwürdigkeitsmaß ein geeigneter Indikator für Währungskrisen darstellt, was empirisch anhand des französischen Francs, der italienischen Lira und des niederländischen Guldens nachgewiesen wird. Introduction: The objective of the present study is to present the literature of exchange rate target zones and to explore empirically the Avesani-Gallo-Salmon credibility measure for selected currencies belonging to the Exchange-Rate Mechanism (ERM) of the European Monetary System (EMS). In the past decade the empirical literature on real world target zones mushroomed considerably, but still, its overall significance in explaining strains in the relevant foreign exchange markets remains relatively low. In this context, I will explore whether the Avesani-Gallo-Salmon (1995) credibility measure demonstrates more power than earlier studies in the analysis of the 1992/3 EMS crisis. It is not my intention to pursue a normative analysis whether flexible or fixed exchange rates or intermediate regimes are superior to one another in terms of their economic implications. This question is beyond the scope of my analysis.1 Given that target zones are applied frequently in the real world, I purely want to figure out, whether their application is sensible on grounds of a firm commitment of the policy-makers. Exchange rate bands have been discussed widely after the breakdown of the Bretton Woods System in 1973. Although experiences with the fixed exchange rate regime were disappointing in the 1960s, increased volatility and/or overshooting of the exchange rates in the 1970s let economists doubt the famous argument by Friedman (1953) that speculation would stabilize exchange rate movements in the floating system. Book excerpt: This book offers a reconceptualisation of conventional deterrence theory, and applies it to enduring rivalries in the Middle East. The work argues that many of the problems encountered in the development of deterrence theory lay in the fact that it was developed during the Cold War, when the immediate problem it had to address was how to prevent catastrophic nuclear wars. The logic of nuclear deterrence compelled a preoccupation with the problem of stability over credibility; however, because the logic of conventional deterrence is different, the solution of the tension between credibility and stability is achieved by deference to credibility, due to the requirements of reputation and costly signaling. This book aims to narrow the gap between theory and evidence. It explores how a reconceptualization of the theory as a process that culminates in the internalization of deterrence within enduring rivalries is better suited to account for its final success: a finding that has eluded deterrence theorists for long. This interdisciplinary book will be of much interest to students of deterrence theory, strategic studies, international security, Middle Eastern studies and IR in general.

Book excerpt: This book examines the question of how to deter a non-state terrorist actor. Can terrorism be deterred? This book argues that current research is unable to find strong cases of deterrence success, because it uses a flawed research design which does not capture the longitudinal dynamics of the process. So far, the focus of inquiry has been on the tactical elements of a state’s counterterrorism strategy, instead of the non-state actor’s grand strategies. By studying the campaigns of Hezbollah, the Palestinians, the Irish Republican Army, Chechens, the Kurdistan Workers' Party, and Al-Qaeda/Taliban and ISIS over time, we can see that deterrence strategies that target the cost-benefit calculus of terrorist organizations lead to wars of attrition – which is the non-state organization’s strategy for victory. To escape the attrition trap, the state must undermine the attrition strategy of terrorist organizations by using offensive campaigns that become critical educational moments. The case studies presented here uncover an evolutionary process of learning, leading to strategic deterrence successes. Some terrorist organizations abandoned the use of force altogether, while others abandoned their aspirational goals or resorted to lower levels of violence. These findings should enable policymakers to transition from the failed policy that sought to defeat the Taliban and al-Qaeda in the unending war in Afghanistan to a policy that successfully applies deterrence. This book will be of much interest to students of deterrence theory, terrorism studies, war and conflict studies, and security studies.

Central banks are typically regarded as conservative, politically neutral institutions that uphold conventional macroeconomic wisdom. Yet in the wake of the 2008 global financial crisis and the 2020 COVID-19 crisis, central banks have upended observer expectations by implementing largely unknown and unconventional monetary policies. Far from abiding by well-established policy playbooks, central banks now engage in practices such as providing liquidity support for a wide range of financial institutions and quantitative easing. They have even stretched the remit of monetary policy into issues such as inequality and climate change. Moschella argues that the political nature of central banks lies at the heart of these transformations. While formally independent, central banks need political support to justify their policies and powers, and to obtain it, they carefully manage their reputation among their audienceselected officials, market actors, and citizens. Challenged by reputational threats brought about by twenty-first-century recessionary and deflationary forces, central banks such as the Federal Reserve System and the European Central Bank strategically deviated from orthodox monetary policies to preempt or manage political backlash and to regain public trust. Central banks thus evolved into a new role only in coordination with fiscal authorities and on the back of public contestation. Eye-opening and insightful, Unexpected Revolutionaries is necessary reading for discussions on the future of the neoliberal macroeconomic regime, the democratic oversight of monetary policymaking, and the role that central banks canor cannotplay in our domestic economies.
