Book excerpt: The COVID-19 pandemic significantly changed mobility patterns in the Bogota and Buenos Aires metropolitan areas, as shown by the differences between the October 2019, 2020, and 2021 indicator values derived from call detail record-based origin-destination matrices. The differences between 2019 and 2020 were more notable than between 2019 and 2021 on most mobility indicators, demonstrating a reversal of the pre-pandemic mobility habits. However, by late 2021, the return to pre-pandemic levels was still very partial in the case of public transport use (especially so in Buenos Aires), while in Bogota the pandemic appeared to have induced a permanent-and increasing-shift to nonmotorized modes. Other mobility indicators that appear to have changed more permanently in Bogota include the lower average distances traveled and the relatively higher importance of non-home-based mobility. In the Buenos Aires Metropolitan Area, the key persistent changes include the lower overall trip generation rates and specifically peak-hour travel, and the higher relative weight of travel to work and school compared to other travel purposes. These findings are partly explained by the underlying policy and regulatory context in the two cities and are relevant for designing transport policy in the post-pandemic context, including in terms of public transport route and schedule planning, cycleway network expansion, and, more broadly, the leveraging of big data as a complement to traditional mobility surveys.

Book excerpt: The COVID19 pandemic has put renewed focus on cities as hotspots for COVID19 outbreaks due to its connectivity with for example other cities, the high population density and mixing and reliance on public transport. Two of the most effective prevention measures hygiene (including wearing masks) and social distancing have a large effect on the behaviour of citizens, and require a rethink of the urban model and life. Is this the end of the city, or the beginning of the remodelling of the city? Half the world population lives in cities and this is likely to increase to 70% over the next 20 years. Cities provide jobs, are centres of innovation and wealth creation, but also often are hotspots of air pollution (e.g. particulate matter, NO2), noise, heat and disease. The high density of buildings and roads can cause so-called urban heat islands, defined as built up areas that are hotter than nearby rural areas. Furthermore, cities often lack accessible green space and physical activity levels of people are below recommended guidelines. They also generate a large proportion of CO2 emissions, and contribute significantly to the climate crisis. Recent estimates show that 60-80% of final energy use globally is consumed by urban areas and more than 70% of global greenhouse gas emissions are produced within urban areas. Up to 9 million people die each year because of ambient air pollution levels, 3.2 million because of lack of physical activity and 1.2 million because of traffic accidents. Noise causes more than 1.8 million DALYs a year in Europe alone and heat may cause as much as around 0.4% of premature mortality annually worldwide. A large part of the burden falls on cities as that is where people live and where higher exposure levels are. Population growth, ageing and the climate crisis put a further burden on cities in many aspects, including health.There is good evidence that there is a direct relationship between urban design, how people get around, and how this affects environmental exposure and life style factors and thereby morbidity and mortality. For example, in a city designed for and with large investment in infrastructure for cars, you will get many people using the car. On the other hand, in a city designed for and with investment in infrastructure for active transportation such as cycling, you will get more people cycling. As a result of the pandemic we see many European cities to a model that encourages cycling, partly because people avoid using the public transport system and there is not enough space for everyone to go by car. In this book I describe the issues and changes in the cities during the pandemic and that, as much as cities may be the problem, they could also be the solution through a transformation in their urban and transport planning practices. It is based on 10 short published posts on blogs between March and September 2020. The bottom line is that the pandemic can be catalyst for change and well planned and managed cities could provide an excellent and efficient habitat for the large human population and could not only be sustainable and liveable, but also healthy. I focus on important interventions, policies and actions that can improve public health, including the need for land use changes, reduce car dependency and move towards public and active transportation, greening of cities, visioning, citizen involvement, collaboration, leadership and investment and systemic approaches.

Book excerpt: The Covid-19 pandemic triggered significant changes in lifestyles and mobility patterns which are still evident at the end of 2022 and may still raise challenges for transport policy in the short to medium term. While changes in lifestyles - mainly as regards work patterns - have decreased total urban transport activity, the gradual return to pre-pandemic levels suggests that traffic and congestion levels may soon exceed their 2019 levels. Apart from the question of total transport activity, the trends identified in this report can influence modal choice and trip distances, with possible negative repercussions in terms of transport costs, congestion and emissions. The analysis combines a range of data sources and methodologies. Changes in mobility patterns are identified using the JRC Travel Survey 2021. The evolution of traffic congestion levels is monitored through daily TomTom data from 178 cities in the EU. The evolution of public transport activity is measured with up-to-date statistics from national and local sources. The role of active mobility is discussed using a model to estimate the potential uptake and benefits in terms of external costs. Information provided by the candidates for the EU Mission on Climate-Neutral and Smart Cities allows an extensive review of transport policy measures adopted at city level. Finally, a case study for 40 European cities using multiple data sources provides an empirical confirmation of the main findings.

Book excerpt: Throughout 2020, national and subnational governments worldwide implemented nonpharmaceutical interventions (NPIs) to contain the spread of coronavirus disease (COVID-19). These included community quarantines, also known as lockdowns, of varying length, scope, and stringency that restricted mobility. To assess the effect of community quarantines on urban mobility in the Philippines, we analyze a new source of data: cellphone-based origin-destination flows made available by a major telecommunication company. First, we demonstrate the impulse responses of mobility to lockdowns of varying stringency levels over six months starting in March 2020. Then we assess the heterogeneous effects of lockdowns by city characteristics, focusing on employment composition. This analysis reveals that the effect of lockdowns was strongest in cities where a high share of workforce was employed in work-from-home-friendly sectors or medium to large enterprises. We compare our findings with cross-country evidence on lockdowns and mobility, discuss the economic implications for containment policies in the Philippines, and suggest additional research that can be based on this novel dataset.
