It also provides a critical overview of higher education in these countries, notably in terms of the current national system, legislative framework, accreditation, quality assurance, recognition concerns, and other critical issues that enable and/or constrain the development of their respective higher education sectors, and that of the region, as a whole.

Book excerpt: Foreign Policy in North Africa explores how the foreign policies of North African states, which occupy a peripheral and subaltern position within the global system, have actively responded to the constraints and opportunities stemming from multi-level transformations in the 2010s. What has been the extent of continuity and change in each country’s foreign policy-making and behaviour under such conditions? Which structural and agential factors explain the variations observed, or the lack thereof? Building on scholarship on foreign policy in the Global South and the Middle East and North Africa (MENA) as well as the international impact of the 2011 Arab uprisings, case studies on six different countries focus on a specific level of analysis for each. These range from the global (Tunisia’s financial predicaments and foreign debt negotiations) through the (sub)regional (Egypt’s relationship of necessity with Saudi Arabia, Algeria’s half-hearted policies towards the conflicts in Libya and Mali) to the domestic sphere (Morocco’s power balance between the monarchy and the Islamist-led government, Libya’s extreme state weakness and internal competition among proliferating actors), reaching also the deeper non-state societal level in the case of Mauritania. The volume concludes by examining post-2011 developments in the longstanding Algerian–Moroccan rivalry which hinders regional integration in the Maghreb. Foreign Policy in North Africa will be of great interest to scholars of North African politics and international relations, Middle Eastern and North African studies, foreign policy and global international relations. This book uses analytical tools drawn from the trade, labor, finance, and development literature to critically analyze and compare these countries' economic policies. The approach taken in this book is to focus on the economic policies and institutional arrangements which have evolved in MENA and which may serve to explain the differences in each country's economic performance. The key objective of the book is to unravel the context-specific variety of growth-promoting policies within MENA rather than focus on specific countries. This book stresses that the poor performance of Arab MENA can be chiefly explained by their aversion to a Western paradigm of market economics. In the Arab MENA, however, “globalization” is viewed in largely ideological terms and has been regarded as a new version of imperialism. Subjects covered include the hostility black people face in the North African countries and why the people in those countries don't even consider themselves to be Africans but consider themselves to be a part of the Middle East, not Africa, in spite of the fact that their countries are on the African continent. The brutal treatment black Africans suffer in all the countries of North Africa - Morocco, Algeria, Tunisia, Libya and Egypt - has caused severe strains on relations between the people of sub-Saharan Africa and those in the northern part of the continent, raising questions of how black Africans in sub-Saharan Africa should respond and whether or not maintaining ties between the two is even worth it. There is a great divide between Arab North Africa and Black Africa symbolised by the Sahara desert whose significance is more political than geographical. The rift between the two is deeply rooted in history and the author contends that innovative and radical solutions may be necessarily to address the problem, including a decision by sub-Saharan countries to sever ties with North African countries as they did with apartheid South Africa and at the same time accepting the fact that the gulf that exists between the two may be permanent. As former Tanzanian President Julius Nyerere, who was a close friend of Egyptian President Gamal Abdel Nasser stated in a speech in 1997 not long before he dies two years later: "Africa south of the Sahara is on its own."
