Book excerpt: This thesis examined the effects of participation in early graduate education programs on retention among 1988-1996 USNA graduates. The comparison group of non-participants consisted of USNA graduates in the top 200 on the Order of Merit in order to make the academic background similar to participants. The retention behavior of program participants and non-participants was compared to determine if granting early graduate education had an effect on retention to six years of service (one year beyond the minimum required service). For a pooled sample of all graduates, both the Voluntary Graduate Education Program (VGEP) and Scholarship program had positive effects on retention. The cost- benefit analysis found positive net benefits for VGEP, but a net-loss for the Scholarship program. However, while the analysis includes all costs, it omits some of the non-quantifiable benefits of the programs. If these benefits were quantified and included, it is expected that both programs would yield positive net benefits. Minor changes to the additional service requirements for both programs were recommended.

This small effect was at odds with what students' college choice and various social theories would seem to suggest. This study sought to reconcile the empirical evidence and theories. The effort was in two directions. First, the economic effect of college quality was expanded from examining only the economic benefit to considering other student outcomes including job satisfaction and graduate degree accomplishment. A new perspective regarding the social role of college quality was offered in conclusion.

Since most graduates do well out of higher education, enjoying good jobs and high social status, most subsidies are for courses that students would take anyway. Tuition subsidies therefore merely redistribute income to students and graduates, at the expense of the general public – particularly those who do not go to university. Graduate Winners proposes a new model for setting the government’s contribution to the cost of higher education. Government should only subsidise tuition in the rare circumstances that this leads to public benefits that would not otherwise be created. In virtually every degree, students perceive – and they are generally right – that they will be winners. Public money could be better spent than in subsidizing them.

What have been the effects of curricular developments and shifts in the state of the job market? How has the overall "system" of graduate education been affected by the expansion of the 1960s and the subsequent contraction in enrollments and degrees conferred? Is there "excess capacity" in the system at the present time? This major study seeks to answer fundamental questions of this kind. It is based on an exhaustive analysis of an unparalleled data set consisting of the experiences in graduate school of more than 35,000 students who entered programs in English, history, political science, economics, mathematics, and physics at ten leading universities between 1962 and 1986. In addition, new information has been obtained on the graduate student careers of more than 13,000 winners of prestigious national fellowships such as the Woodrow Wilson and the Danforth. It is the combination of these original data sets with other sources of national data that permits fresh insights into the processes and outcomes of graduate education.
