Book excerpt: Excerpt from The Cost of the War and How It Was Met With the impossibility of securing more than a comparatively small proportion of the war expenditures from taxation, it became necessary everywhere to resort to borrowing. This was conse quently done by all countries on a gigantic scale; although here again the fiscal and economic conditions in the various countries varied so widely that they employed quite diverse expedients. Book The Cost of the World War to the American People Classic Reprint

Download or read book The Cost of the World War to the American People Classic Reprint written by John Maurice Clark and published by Forgotten Books. This book was released on 2018-10-12 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Cost of the World War to the American People The need for such an analysis, conceived and executed in the spirit of historical research, was increasingly obvious as the war developed, releasing complex forces of national life not only for the vast process of destruction, but also for the stimulation of new capacities for pro duction. This new economic activity, which under normal conditions of peace might have been a gain to society, and the surprising ca pacity exhibited by the belligerent nations for enduring long and in creasing loss - often while presenting the outward semblance of new prosperity - made necessary a reconsideration of the whole field of war economics. A double obligation was therefore placed upon the Division of Economics and History. It was obliged to concentrate its work upon the problem thus presented, and to study it as a whole; in other words, to apply to it the tests and disciplines of history. J ust as the war itself was a single event, though penetrating by seemingly unconnected ways to the remotest parts of the world, so the analysisof it must be developed according to a plan at once all embracing and yet adjustable to the practical limits of the available data. Book The Economy and Finance of the War

Download or read book The Economy and Finance of the War written by A. C. Pigou and published by Forgotten Books. This book was released on 2018-01-25 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Economy and Finance of the War: Being a Discussion of the Real Costs of the War and the Way in Which They Should Be Met The greater part of this little book is constructed from material used in two public lectures delivered in Cambridge under the titles The Economic Costs of the War and The Distribution Of the Costs of the War. Some of the topics treated in it are also discussed in articles which I contributed to the Contemporary Review for December 1915 and April 1916; and a few passages from these articles are, with the kind permission of the Editor, reproduced verbatim. TO obviate misunderstanding, it may be well to say that, while the general lines of analysis here set out would probably be accepted by most competent economists, I should not venture to claim an equal measure of assent for all the practical recommendations. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Direct Costs of the Present War However, a study of the costs of the war is interesting and important from another viewpoint. It helps us more easily to determine not only the burden we are creating for ourselves and our posterity, but it assists us in deciding how great a propor tion of our expenditures may well come from taxation rather than loans. Of course, there is a limit to income from the former source even in pace time. We can not without disaster push tax ation to the impairment of capital; but this limit, after all, is somewhat elastic. Book The Human Costs of the War Classic Reprint

Download or read book The Human Costs of the War Classic Reprint written by Homer Folks and published by . This book was released on 2015-07-11 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Human Costs of the War Why doesn't Europe function? This, in substance, is the question which puzzled America has been asking all through the last half of 1919. Why must 1919 go down in history, as M. Brieux says, as "a lost year"? With huge excess stores of food and products, why does trade delay? Why does foreign exchange jump up and down like the temperature of a "flu" patient? When Mr. Hoover returned last July he was quoted as saying that, unless Europe began promptly to produce, there would be starvation in unheard-of proportions this winter. Now we hear that it is at hand. Did they deliberately choose starvation, or did they drift into it, or is there still another and perhaps a more valid reason? Production implies producers. Who and where and in what condition are the producers of Europe? We hear that Belgium and England are making real progress toward production. Has this any relation to the fact that their military losses, especially those of Belgium, were much less in proportion than those of some other countries? For five and a half years we have scarcely opened a morning paper without reading a head-line telling of the sufferings of some new group of victims of the war. Book The Cost of War and Warfare from 1898 to 1902 Inclusive Seven Hundred Million Dollars Classic Reprint

Download or read book The Cost of War and Warfare from 1898 to 1902 Inclusive Seven Hundred Million Dollars Classic Reprint written by Edward Atkinson and published by Forgotten Books. This book was released on 2018-02-19 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Cost of War and Warfare, From 1898 to 1902: Inclusive Seven Hundred Million Dollars Suffice it that in eight years, from 1898 to 1905, we shall have spent on war and warfare a sum which, could it have been so applied, would have paid off the whole interest-bearing debt of the United States in the same period. The war is ended and the warfare has ceased. The temporary aberration toward milita rism is becoming obnoxious to men of both political parties. One lesson may have been learned from the evils which we are now surmounting, viz., the enormous power of this nation to meet extraordinary expenditures of great magnitude by a few simple taxes on luxuries or articles of voluntary use: and by a simple system of stamp taxes costing but little for the collection as far removed from a tax on the consumption of the masses of the people as any tax can be. Download or read book The Cost of the War to Russia written by Stanislas Kohn and published by Forgotten Books. This book was released on 2018-05 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Cost of the War to Russia: The Vital Statistics of European Russia During the World War 1914-1917; Social Cost of the War IN the autumn of 1914, when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endowment for International Peace proposed to adjust the program of its re searches to the new and altered problems which the War presented. The existing program, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the facts then at hand, had just begun to Show the quality of its contributions; but for many reasons it could no longer be fol lowed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed, by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an Economic and Social History of the World War, it was felt, if undertaken by men of judicial temper and ade quate training, might ultimately, by reason of its scientific Obliga tions to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally toward the aims of an institution dedicated to the cause of international peace.
