In the longer term, naval aviation is also adapting to a series of geopolitical revolutions which will dramatically increase the future demand for a secure sea base capable of projecting dominant power ashore in wartime against the full spectrum of possible opponents. It is adapting to these demands by exploiting technologies and operational practices developed in the last decade that will greatly increase its ability to surge and concentrate forces rapidly; protect the sea base from new air, surface, and undersea threats; and find, identify, locate, track, and strike mobile as well as fixed targets ashore, under all weather conditions, and in timely enough fashion to produce the desired effects. Three large, high-value fleets--the H-60 Black Hawks, AH-64 Apaches, and H-47 Chinooks--account for most of the helicopters, and their eventual replacement dominates the Army's future procurement costs. In this report, the Congressional Budget Office estimates the costs of replacing those helicopters and the Army's other aircraft through 2050 if the service implemented its current plans and, for aircraft with no announced replacement plans, if they were replaced when they reached the end of their typical service life.

Although current procurement plans call for the purchase of about 2,500 aircraft over the next 25 years, the services are projecting that those purchases will not keep pace with the need to retire today¿s aircraft as they reach the limit of their service life. This study examines the capabilities and costs of the fighter force under DoD plans and the potential implications for DoD¿s long-term budget and inventory levels if planned purchases of new aircraft are insufficient to maintain fighter inventories called for by current service requirements.

Book excerpt: The P-3 Orion maritime aircraft has been the U.S. Navy's primary maritime patrol aircraft since its fleet introduction in 1962, Naval Aviation Systems Command (NAVAIR) has determined that the P-3 fleet has sufficiently aged to warrant a replacement. The replacement aircraft is currently undergoing the conceptual phase of development and it is during this period that NAVAIR is interested in evaluating the trade-off between operational availability and the associated cost to achieve this operational availability. This thesis developed a simulation tool that was used to investigate relationships that affect cost and operational availability of the new (notional) aircraft on a deployment. The simulation tool was exercised for select scenarios in order to gain insights into the value of investing funds in additional aircraft versus the value of investing funds in increased component reliability. The simulation was developed to be very flexible and extensible, enhancing its value for future analyses. Required data inputs into the simulation tool are formatted utilizing a new technology called Extensible Markup Language (XML) which facilitates use of the data in nearly all computer software packages. The model is robust in nature and can be applied to a wide variety of aircraft.

GAO'S review focused on determining whether continued development of the F/A-18E/F is the most cost-effective approach to modernizing the Navy's tactical aircraft fleet Specific objectives were to (1) determine whether operational deficiencies in the F/A-18C/D cited by the Navy to justify the need for the F/A-18E/F have materialized and, if they have, the extent to which the E/F would correct them, (2) ascertain whether the F/A-18E/F will provide an appreciable increase in operational capability over the F/A-18C/D, and (3) review the reliability of the cost estimates for the F/A-18E/F and compare those estimates with the costs of potential alternatives to the E/F program.
