Available in PDF, EPUB and Kindle. Book excerpt: Privatization of government services in the United States has accelerated in the last two decades, especially at the state and local levels. This work focuses on contracting out—the most widely used method of privatization. Contributors from academia, consulting firms, government agencies, and private providers discuss the why and how of contracting out and examine the results of contracted services, including quality and cost measures of performance. Some chapters apply economic theory to contracting out. Others examine recent case studies of contracting out initiatives. The book begins with a thoughtful essay on the theory of privatization and examines the recent record of use in state and local governments. Section 1 takes an overview look at contracting out. Section 2 examines contracting in the criminal justice area as well as examples of contracting in such diverse areas as trash collection and the operation of golf courses. The final section looks in depth at the mechanics, obstacles, and effects of contracting. The book points out the pluses and minuses of contracting out and points to the lessons that can be learned from the recent history of this privatization technique.

Book Privatization

Download or read book Privatization written by Graeme Hodge and published by Routledge. This book was released on 2018-03-09 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Contracting out public sector services and divesting public enterprises are reforms that have enjoyed widespread global popularity in recent years. Better services, lower prices and greater accountability are the promises made by politicians, senior executives, and investment companies when functions are moved from the public sector to private enterprise. But in Privatization, Graeme A. Hodge challenges these assumptions. Through an examination of hundreds of international studies on the performance of privatization activities, Hodge demonstrates that privatizing public services is often not the guaranteed panacea portrayed by its political supporters. Importantly, privatization activities can lead to modest gains, but there are also winners and losers in this reform. It therefore deserves far more care and balanced debate than it usually attracts.

Book State DOT Outsourcing and Private sector Utilization

Download or read book State DOT Outsourcing and Private sector Utilization written by Thomas R. Warne and published by Transportation Research Board. This book was released on 2003 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report will be of interest to state departments of transportation (DOTs), as well as to other transportation professionals and the public who seek to leverage their work forces by outsourcing key activities. The report examines the current practices in outsourcing, what decisions are involved in deciding when to outsource, procuring and administering outsourced services, what are the most commonly outsourced activities, and determining the effectiveness of outsourcing. This report is an update of NCHRP Synthesis 246: Outsourcing of State Highway Facilities and Services, which provided a comprehensive look at the status of outsourcing as it existed in 1997, and the data compiled for this synthesis are compared with the data of the earlier synthesis, where appropriate. The information for this effort was derived in part from a survey questionnaire distributed to all 50 states and the District of Columbia. Replies to the survey came from 38 states and the District of Columbia. Information was also derived from a review of the relevant literature, which focused primarily on the engineering and design elements outsourced by state DOTs.
