At the same time, the region has seen renewed national assertiveness and nationalist impulses. The book interrogates these seemingly contradictory developments as they bear on the transformations of the nation and citizenship in East Asia. Conventionally, studies on East Asia juxtapose these developments, focusing on the much-exercised dichotomy of the national and transnational. In contrast, this book suggests a different orientation. First, it moves beyond the simplistic view that demarcates the transnational as "the West". Second, it does not view the national and transnational as distinct or contradictory spheres of influence and analysis, but rather, focuses on the interactions between the two, with a view on how these interactions work to transform the ideals and practices of the "good nation", "good society", and "good citizen". The chapters cover a broad range of empirical research--education, science, immigration, multicultural policy, human rights, gender and youth orientations, art and food flows, politics of values and regional identity--which highlight the ways in which the nation is reconfigured, and the relationship between the citizen and (national) collective is redefined, in relation to transnational dynamics and frameworks. This historically unique form of international community cannot be explained in terms of the traditional concepts of politics and the state, which remain trapped in the straightjacket of methodological nationalism. Thus, if we are to understand cosmopolitan Europe, we must radically rethink the conventional categories of social and political analysis. Just as the Peace of Westphalia brought the religious civil wars of the seventeenth century to an end through the separation of church and state, so too the separation of state and nation represents the appropriate response to the horrors of the twentieth century. And just as the secular state makes the exercise of different religions possible, so too cosmopolitan Europe must guarantee the coexistence of different ethnic, religious and political forms of life across national borders based on the principle of cosmopolitan tolerance. The task the authors have set themselves in this book is nothing less than to rethink Europe as an idea and a reality. It represents an attempt to understand the process of Europeanization in light of the theory of reflexive modernization and thereby to redefine it at both the theoretical and the political level. Under conditions of globalization, inside/outside markers have been eroded and conventional indicators of 'we-ness' are no longer reliable. We now live in a generalized state of strangeness, one consequence of globalization: we no longer know where our community ends and another one begins. In such circumstances it is often the case that neighbours are the nearest strangers. Strangeness occurs when global consciousness outstrips global connectivity and this means that we need to rethink some core elements of globalization theory. Under conditions of strangeness the stranger is a 'here today, gone tomorrow' figure. This book identifies the cosmopolitan stranger as the most significant contemporary figure of the stranger, one adept at negotiating the 'confined spaces' of globalization in order to promote new forms of social solidarity and connect with distant others.
