This paper uses the framework of the "Guide" to review issues raised in "Education Counts," a recent examination of the nation's capacity to measure and monitor educational change, focusing specifically on data needed to address issues of educational equity with respect to student populations. The first section discusses current equity and at-risk policy issues and the data needed to address them. The second section looks more closely at the data currently available to address these items. The third section examines limitations in current data collections for addressing equity issues, and a fourth section provides specific recommendations for ways to improve the national data system to address equity issues. Recommendations center on the creation of student-based record systems, the linkage of elementary and secondary systems, the development of new measures and indicators, and the reporting of data according to student characteristics. Book excerpt: The education system in the United States is continually challenged to adapt and improve, in part because its mission has become far more ambitious than it once was. At the turn of the 20th century, less than one-tenth of students enrolled were expected to graduate from high school. Today, most people expect schools to prepare all students to succeed in postsecondary education and to prosper in a complex, fast-changing global economy. Goals have broadened to include not only rigorous benchmarks in core academic subjects, but also technological literacy and the subtler capacities known as 21st-century skills. To identify the most important measures for education and other issues and provide quality data on them to the American people, Congress authorized the creation of a Key National Indicators System (KNIS). This system will be a single Web-based information source designed to help policy makers and the public better assess the position and progress of the nation across a wide range of areas. Identifying the right set of indicators for each area is not a small challenge. To serve their purpose of providing objective information that can encourage improvement and innovation, the indicators need to be valid and reliable but they also need to capture the report committee's aspirations for education. This report describes a workshop, planned under the aegis of the Board on Testing and Assessment and the Committee on National Statistics of the National Research Council. Key National Education Indicators is a summary of the meeting of a group with extensive experience in research, public policy, and practice. The goal of the workshop was not to make a final selection of indicators, but to take an important first step by clearly identifying the parameters of the challenge.

Book excerpt: The elementary and secondary education data collection system has undergone a major transformation over the past decade, becoming a coordinated, cohesive system. This report reviews what the National Center for Education Statistics (NCES) can and cannot say about education in the United States for kindergarten through grade 12. Six issue areas have been defined by the Indicators Panel convened by the NCES. In the first part of this document, six types of data are juxtaposed against the following six issue areas: (1) institutions and their characteristics; (2) finance; (3) staffing; (4) curriculum and course content; (5) students; and (6) achievement. The second part of this report is then organized into sections that provide information on continuing data collections, new initiatives, and remaining gaps for each of these broad types of education data. Each section contains a description of the availability of the data specific to its subject, a bibliography of current and planned NCES publications on the topic, and a summary chart of the availability of data. The NCES remains committed to providing timely and policy-relevant data. The data collection system maintains its relevance by remaining flexible and responsive to new policy needs. An appendix provides a short profile of each national survey that collects data on education in kindergarten through grade 12. (SLD)
