This book was released on 2017-09-18 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Control of City School Finances The public schools of America cost money. This cost has constantly increased until today it involves a vast expenditure. Americans no longer doubt the advisability of public schools, but the question of financing these schools is a vital one. It is not the purpose of this book to discuss the merits of different methods of providing funds for the public schools. It shall attempt only to discuss the merits of the different methods of controlling these moneys. In New York City the board of esti mate and apportionment controls the granting of money to the schools; in Detroit it is the city council and mayor; in Cleveland it is the county budget commission; in Newark it is the board of school estimate; while in such cities as Philadelphia, Seattle, Chicago and St. Louis, the board of educa tion raises and expends its own funds. The question as to who shall control the raising g and disbursing of moneys for the public schools is, and has been for years, a much debated question. It is the purpose of this book to present the different methods used in American cities and to examine and evaluate each in the light of educational efficiency. Book Politicians Judges and City Schools

Download or read book Politicians Judges and City Schools written by Joel S. Berke and published by Russell Sage Foundation. This book was released on 1985-05-21 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the 1970s, a nationwide school finance reform movement—fueled by litigation challenging the constitutionality of state education funding laws—brought significant changes to the way many states finance their public elementary and secondary school systems. School finance reform poses difficult philosophical questions: what is the meaning of equality in educational opportunity and of equity in the distribution of tax burdens? But it also involves enormous financial complexity (for example, dividing resources among competing special programs) and political risk (such as balancing local control with the need for statewide parity). For those states (like New York) that were slow to make changes a new decade has brought new constraints and complications. Sluggish economic growth, taxpayer revolts, reductions in federal aid, all affect education revenues. And the current concern with educational excellence may obscure the needs of the poor and educationally disadvantaged. This book will provide New York's policy makers and other concerned specialists with a better understanding of the political, economic, and equity issues underlying the school finance reform debate. It details existing inequities, evaluates current financing formulas, and presents options for change. Most important, for all those concerned with education and public policy in New York and elsewhere, it offers a masterful assessment of the trade-offs involved in developing reform programs that balance the conflicting demands of resource equalization, political feasibility, and fiscal responsibility. "Synthesizes the political and fiscal research [on school finance reform] and applies it to the New York Context....A blueprint for how to redesign state school finance....A fine book." —Public Administration Review "This is a book that lucidly discusses the issues in school finance and provides valuable reference material." —American Political Science Review

Available in PDF, EPUB and Kindle. Book excerpt: Imagine if a school were to spend more per pupil on ceramics electives than core science classes. What if a district were to push more funding to wealthy neighborhoods than to impoverished ones? Such policies would provoke outrage. Yet these schools and districts are real. Today's taxpayers spend almost $9,000 per pupil, roughly double what they spent 30 years ago, and educational achievement doesn't seem to be improving. With the movement toward holding schools and districts accountable for student outcomes, individuals might think that officials can precisely track how much they are spending per student, per program, per school. But considering the patchwork that is school finance--federal block funding, foundation grants, earmarks, set-asides, and union mandates--funds can easily be diverted from where they are most needed. "Educational Economics: Where Do School Funds Go?" Examines education finance from the school's vantage point, explaining how the varied funding streams can prevent schools from delivering academic services that mesh with their stated priorities. As government budgets shrink, linking expenditures to student outcomes will be imperative. "Educational Economics" offers concrete prescriptions for reform. Contents of this book include: (1) Fuzzy Math; (2) Who's in Charge Here?; (3) When Agendas Collide; (4) Driving Blind; (5) What Does It All Mean for Schools?; (6) a Wicked Problem: Why Typically Proposed Overhauls of the Finance System Are Guaranteed to Fail; and (7) a Multidimensional Solution: Elements of a Coherent, Aligned, Efficient Education Finance System. The following are also included: (1) Acknowledgments; (2) Introduction; (3) Notes; (4) References; (5) About the Author; and (6) Index.
